JOB SUMMARY:

This is an Air Reserve Technician Officer (ART) position.

Air Reserve Technicians are part of the regular civil service and enjoy all the benefits granted to Federal employees in the competitive civil service.  In addition, ARTs are required to maintain active membership in an Air Force Reserve unit so long as they occupy Air Reserve Technician positions. As members of reserve units, ARTs receive on average one weekend of military training per month. In addition, they are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay. Air Reserve units and members are subject to immediate call to active duty in mobilization to meet a national emergency.

The primary purpose of this position is to serve as an Air Reserve Technician (ART) Airplane Pilot in the B-52 aircraft. Position also accomplishes a variety of administrative duties related to flight/mission accomplishment such as scheduling, mission planning, operational training, and mission management. Position is a restructured position. Upon successful completion of training requirements, satisfaction of time-in-grade requirements and a display of successful performance, the incumbent may be noncompetitively promoted to the target position of GS-2181-13 Airplane Flight Instructor. Incumbent of this position will perform the following duties:

•Operates aircraft as a fully qualified, mission-ready pilot in the B-52 aircraft.
•Executes the duties and responsibilities of an aircraft commander.

Represents the unit by participating in discussions, meetings or serves on panels or committees. 
•Performs other duties related to flying and accomplishment of the unit operational and training mission.

Applicants must qualify for a USAF Pilot Rating and be currently qualified (within last 36 months) as a B-52 Airplane Pilot in a flying component of a U.S. MILITARY ESTABLISHMENT. (Active Duty or Reserve)


CONDITIONS OF EMPLOYMENT:

Position may or will require incumbent to: (1) Maintain Personnel Reliability Program (PRP) status and must qualify for and maintain a Top Secret/Special Background Investigation (TS/SBI) security clearance with Nuclear Command and Control - Extremely Sensitive Information (NC2-ESI) access.  These clearances will allow the incumbent the access to Critical Nuclear Weapon Design Information (CNWDI) as required for this position.  (2) Formulate, determine or influence policies of the assigned units. (3) Aircrew and management duties include stress (both mental and physical), exposures to extreme hot and cold temperatures, gravity forces of three in non-fighters and seven in fighters, and short notification for accomplishment of immediate action items directed by unit supervisors/higher headquarters that must be completed before the duty day ends.  (4) Must be a mission-ready, rated aircrew member on flying status in unit to which assigned. Must participate in regular and frequent flights as required by the commander.  Periodically, as prescribed by regulations, must take and pass standardization/evaluation examinations which consist of both written tests and actual flight performance to demonstrate flight knowledge and abilities required of the position.   Must pass physical examination and meet annual flying requirements. (5) Be entered in instructor upgrade training when qualified with gaining unit training regulations. (6) Incumbent’s regular assignments are primarily ART duties: however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities.  As necessary, to meet special or essential unscheduled activities, may be required to work an uncommon tour of duty with brief advance notice. (7) Fly in military or commercial aircraft for temporary duty assignments (TDY). (8) If you are selected for an ART Officer position, you will be required to sign a mobility agreement prior to appointment.  (9) Position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. (10) Position has been identified as a drug testing designated position. The incumbent of this position may be selected for random drug testing, and be subject to reasonable suspicion testing and safety mishap or accident testing. (11) Incumbent is subject to the normal pressures, deadlines and other conditions inherent in these positions and others found in aircrew occupation. (12) Incumbent operates aircraft and performs administrative work related mission planning and briefing, training, aircraft inspection, etc.

Flying Hours Required: 

 

Airplane Pilot, GS-12

 -Must have logged 900 hours pilot time, in a military fixed-wing aircraft. Must be currently qualified in the B-52 aircraft.

 

NOTE: Flying hours logged as student pilot are creditable. Flying hours in fighter/training aircraft will be given two-for-one credit by the examining office (Student hours will not be doubled).

WHAT TO EXPECT NEXT:

Applications will be processed for rating after the close date of this announcement.  Processing time for applications is several weeks from the close date of this announcement.  Applicants will receive a Notice of Results (NOR) via Application Manager approximately 2 days after the announcement closes.  The rating on this NOR will be based strictly on your answers to the questionnaire.  You may receive another NOR via email once your application is rated by a Human Resources Specialist which may reflect a different rating from the initial notice.  Qualified candidates may be referred to the selecting official for consideration.
