This position is located at the Veterans Canteen Service (VCS) Central Office, St. Louis, MO where you will work closely with the Buyers and Assistant Buyers in maintaining the overall integrity of the VCS Purchase Order Management System (POMS). You will be responsible for researching and gathering merchandise information utilizing vendor and internet product searches to ensure proper item descriptions are reflected in POMS.  

 

Duties would include: handling administrative duties associated with Purchase Order Management System (POMS) ensuring accurate data, costs, selling prices, retail value, quantities ordered, review and/or analyze product information, make necessary corrections, contact vendors to obtain appropriate UPC codes, create sales prices utilizing pre-determined mark on /up percentages, and operate automated equipment/functions such as computers, copiers, scanners, graphic software, spreadsheets, databases etc. to enter data, create reports, word documents, purchase orders, etc. You will also greet visitors, direct them to the appropriate office, answer and direct phone calls to the appropriate person/office utilizing a multi-line phone system.

 

Work Schedule: Monday - Friday, 8:00am - 4:30pm.

GS-05 SPECIALIZED EXPERIENCE:  Applicants must possess one (1) year of specialized experience which has equipped them with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to the GS-4 level in the Federal service.  Examples of specialized experience include: operate various computer equipment/applications such as Excel, PowerPoint, graphic software, scanners, copiers, fax machines etc.; answer and direct multi-line phone system; create reports, word documents, and purchase orders,   perform administrative duties such filing, updating vendor information, gathering  internet product information and meeting day-to –day assigned work deadlines. (A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment).

SUBSTITUTION OF EDUCATION FOR EXPERIENCE (Transcript Required) - Successful completion of 4 years of education above the high school level. This education must have been obtained in an accredited business or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school.

COMBINING EDUCATION AND EXPERIENCE (Transcript Required) - Combination of successfully completed post high school education and experience may be used to meet total qualification requirements. 

 

You will be rated on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs) as part of the assessment questionnaire for this position:

1. Knowledge of various computer software programs and procedures.  

 

2. Ability to interpret regulations and follow guidelines.  

 

3. Ability to organize work, establishes priorities, and meets deadlines.

 

4. Ability to communicate orally and in the written form.

 

PHYSICAL REQUIREMENTS:

The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking, standing, bending, carrying of light items such as papers, books, or small parts, etc.   No special physical demands are required to perform the work.

Applicants will be ranked based on four quality groups, as follows:

  • Best qualified - applicants possessing experience that substantially exceeds the minimum qualifications of the position including all selective factors, and who are highly proficient in all requirements of the job and can perform effectively in the position;
  • Highly qualified - applicants possessing experience that exceeds the minimum qualifications of the position including all selective factors, and who are proficient in most of the requirements of the job;
  • Well qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors, and who are proficient in some, but not all, of the requirements of the job; and
  • Qualified - applicants possessing experience and/or education that meets the minimum qualifications of the position including all selective factors.
