JOB SUMMARY:

Natural Resources Conservation Services provides leadership in a partnership effort to help conserve, maintain, and improve our natural resources and environment. www.nrcs.usda.gov

Employee serves as a Watershed Team Engineer and is responsible for providing technical guidance and leadership in the overall planning, design, installation, and maintenance of the engineering phases of soil and water conservation practices as well as watershed flood protection programs and/or Emergency Watershed Protection (EWP) Programs, as well as Dam Rehabilitation in the state. Responsible for providing and maintaining a safe and healthy work environment, requiring subordinates and others to use safety precautions when exposed to dangerous objects, chemicals, extreme temperatures, etc.

Some of the duties performed are: 

Engineering Practice Design:  Supervises the planning, design and construction of engineering practices such as irrigation, drainage, and other water quality practices, erosion control, flood control, wetland creation and restoration, stream restoration, and other conservation practices needing engineering guidance. Makes periodic on-site inspections of the engineering work for technical adequacy and adherence to standards and policy, to assure work is being carried out according to drawings and specifications, and to identify major problems. Makes use of Computer Aided Drafting and Design (CADD), surveying, Geographic Information Systems (GIS), Global Positioning System (GPS) and computer model technologies to efficiently and effectively plan, design and implement engineering practices.

Quality Assurance:  Makes site investigations and feasibility studies; field checks designs as prepared/approved by the State Conservation Engineer (SCE) of structural works of improvement prior to contracting; prepares or reviews field designs and preliminary and final drawings and specifications on agricultural engineering practices. Designs are checked for ease of construction, availability of materials and whether or not structures are adapted to the specific site.

Specialized Experience for GS-09:

You must have Civil or Agricultural Engineering experience equivalent to the grade of GS-07; work typically qualifies at this grade level if you've performed the following duties as a regular part of my job under minimal supervision: Identifying and recommending small modifications to established guides, policies, precedents and procedures to my supervisor; working with senior engineers in providing agricultural engineering assistance on soil and water problems to farmers, landowners, and others in a geographic location having fairly uniform soil and water conditions.  To include assisting in the planning, designing, coordinating, and overseeing small construction projects of farm ponds, small grade stabilization structures, surface drainage systems, and small irrigation systems.

You have at least 2 years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree and want consideration as an Agricultural Engineer.

Specialized Experience for GS-11: 

You must have Civil or Agricultural Engineering experience equivalent to the grade of GS-09; work typically qualified at this grade level is you've performed the following duties as a regular part of your job with minimal review:  Selecting, making or directing modifications to established guides, policies, precedents and procedures. Providing engineering assistance on soil and water problems related to farmers, landowners, and others in a geographic location having fairly uniform soil and water conditions. Planning, designing, coordinating, and overseeing construction of terraces, diversions, farm ponds, sod waterways, small grade stabilization structures, surface drainage systems, and small irrigation systems.

You have at 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree and want consideration as an Agricultural or Civil Engineer.  Your eligibility is based on you meeting the underlying education requirement of either a Bachelor's or Master's degree in the Engineering arena.

Although this is an Excepted Service selection your application will be evaluated and rated competitively under the Category Rating and Selection Procedures.  Your resume must support your responses to the occupational questionnaire. We will review your resume and supporting documentation and compare this information to your responses on the occupational questionnaire to determine if you meet the minimum qualifications for this position.  If you are basically qualified for this position, we will evaluate your application package, using a panel of subject-matter experts or HR Specialist to assess the quality, depth, and complexity of your accomplishments, experience, and education as they relate to the critical knowledge, skills, and abilities for the position.  We will then place you in one of the following categories and only those in the Best Qualified category will be referred to the hiring manager for further consideration.

1.
