JOB SUMMARY:

Civilian employees serve a vital role in supporting the Army mission.  They provide the skills that are not readily available in the military, but crucial to support military operations.  The Army integrates the talents and skills of its military and civilian members to form a Total Army.

About the Position:

Works under the supervision of the Military Entrance Processing Station (MEPS) Commander. Most assignments are of a continuing nature or employee generated. Employee plans and carries out assignments independently, within the scope of applicable regulations, Headquarters, U.S. Military Entrance Processing Command (HQ USMEPCOM) guidance, Sector guidance, and MEPS Commander policies.
Other Advantages:

Work is reviewed for accomplishment of objectives, consistency with HQ USMEPCOM policies, and contributions and improvement to the Department of Defense (DoD) Student Testing Program. Employee work products are relied upon for technical soundness and accuracy and are normally not reviewed for such purposes.

  • Develop and conduct training for Student Testing Program (STP) results interpretation for school and recruiting personnel.
  • Interpret results of Armed Services Vocational Aptitude Battery (ASVAB) technical studies to members of the education community for better understanding of the program.
  • Evaluate operations for Career Exploration Program and make recommendations for improvement.
  • Analyze state and local educational programs to develop levels of marketing.
  • Present educational programs at conferences to train counselors.

Specialized experience:  To Qualify applicants must possess one year of specialized experience equivalent to the next lower grade level (GS-09).  Specialized experience is defined as: experience working with education principles and practices to monitor, evaluate, and provide technical assistance to specific education programs; experience in evaluating and analyzing the effectiveness of education programs; experience with developing program plans and regulatory guidance; and experience and skill in developing strong working relationships with the education community.

You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:

  • Knowledge of Student Testing Program (STP)
  • Knowledge of Career Exploration Program (CEP)
  • Skill Iin Written Communication 

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must meet the Time in Grade Restriction.

Time in Grade Restriction: Must have 52 weeks of Federal service at the next lower grade (or equivalent).

 


Education:

A Bachelor's Degree that includes or is supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the areas described below. At least one course must have been from (1) or (2) below. (Note: You must attach a copy of your transcript)
(1) Tests and measurement: Study of the selection, evaluation, administration, scoring, interpretation, and uses of group and individual aptitude, proficiency, interest, and other tests.
(2) Adult education: Study of the adult as a learner, teaching-learning theories for adults, models and procedures for planning, designing, managing, and evaluating adult learning activities.
(3) Educational program administration: Study of the foundation and methods in organizing for adult and continuing education programs.
(4) Curriculum development or design: Study of the principles and techniques for development of curricula for adult or vocational education programs.
(5) Teaching methods: Study of teaching strategies and learning styles of the adult learner.
(6) Guidance and counseling: Study of the purposes and methods in counseling and guidance, the role of the counselor in various settings, approaches to counseling, and the uses of tests in the counseling situation.
(7) Career planning: Study of career development, learning activities, systems, approaches, program coordination, use of educational and community resources, and vocational counseling systems.
(8) Occupational information: Study of theories of occupational choice and vocational development and their application to the guidance process. Identification and utilization of various types of occupational information and resources.

HOW YOU WILL BE EVALUATED:
