JOB SUMMARY:

The Federal Energy Regulatory Commission, or FERC, is an independent agency that regulates the interstate transmission of natural gas, oil, and electricity. FERC also regulates natural gas and hydropower projects. As part of our goal, we are seeking highly skilled individuals to assist in carrying out the mission of this agency. The Federal Energy Regulatory Commission assists consumers in obtaining reliable, efficient and sustainable energy services at a reasonable cost through appropriate regulatory and market means. The position is located in the Office of Energy Policy and Innovation (OEPI). OEPI provides strategic vision and leadership in the development of energy policy associated with electric and natural gas markets subject to the Commission's jurisdiction. More than one selection may be made from this announcement and the office for that selection may vary. Bargaining Unit Status: This position is covered by the bargaining unit. - Analyzes and reviews economic data and other documents associated with moderately complex regulatory data and other documents associated with filings or proceedings to determine compliance with Commission rules, regulations, policies, and decisions.

- Participates in economic studies which analyze and monitor economic aspects of the natural gas and electric utility industries and its interrelationship with major segments of the economy, consuming public, Federal and state regulatory bodies and their overall conformance to applicable law.

- Plans and prepares reports from data and other information available relating to economics, supply/demand, industry compliance with Commission issuances and performs such analyses for assessment of the industries regulated.

- Prepares notices, orders, and analytical economic and regulatory reports on such subjects as: the adequacy of electricity supplies, market impacts, and reasonableness of contract provisions.

- Prepares analyses, reports, formal exhibits, and recommendations relative to the results obtained in reviewing regulatory and economic data contained in a wide variety of filings relating to topics such as: the justness and reasonableness of rates and charges; classification of costs; the development of cost allocations; the economic impact on the company and its customers; and discriminatory or preferential practices.

- Applies quantitative methods to evaluate the economic efficiency of electricity market rules. Discusses with or forwards recommendations to the team leader or Group Manager, and on occasion to staff counsel for disposition of the problem together with such data as may be available on which a decision may be based.

- Participates, with assistance from higher graded staff, as a technical staff representative at settlement or technical conferences, and is responsible for discussion of moderately complex issues.

- Performs other duties as assigned.

You must have one year of specialized experience equivalent to the next lower grade level to qualify for this position.

GS-13

You must have one year of specialized experience equivalent to the GS-12 level. Specialized experience is experience in planning and developing complex economic analytical studies associated with the regulation of the energy industry or other network industries (i.e. telecom, transportation, etc.).


You must also show successful completion of a full course of study in an accredited college or university leading to: A. Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. OR B. Combination of education and experience -- courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.
