This is a developmental position and at the full performance level (GS-07), the incumbent serves as a Soil Conservation Technician.  The duties will consist of but are not limited to: 

* Provide advice and assistance concerning soil and water conservation to local landowners.

* Work with land users on the installation and maintenance of a variety of conservation practices.

* Gather data and information on the physical features of farms and perform follow-up work with land users.

* Surveys, lays out, and stakes predetermined sites.

To qualify for this position applicants must meet one of the following.

 

For Grade GS-4:

Applicant must have six months of general experience and six months of specialized experience that required the use of a knowledge of the basic or commonly used rules, procedures, and operations to perform routine technical tasks. Examples of specialized experience at this level include but are not limited to performing procedures related to operations or practices such as use of dumpy level, alidade and planetable; control of sheet and gully erosion; and installation of standard erosion control, irrigation, and/or drainage practices; use of soil survey maps including soil classification and land capabilities; gather various types of field data for use by higher graded soil conservation technicians.
 

OR

Applicant must have completed 2 years of study above high school that included at least 12 semester hours in any combination of courses such as forestry, agriculture, crop or plant science, range management or conservation, wildlife management, watershed management, soil science, natural resources (except marine fisheries and oceanography), outdoor recreation management, civil or forest engineering, or wildland fire science. No more than 3 semester hours in mathematics is creditable.

 

OR

 

At least one year of study above the high school level AND and at least 3 months of specialized experience and 3 months of general experience that is equivalent to the specialized experience of a GS-3 grade level as described above.

Credit will be given for appropriate qualifying unpaid experience or volunteer work such as community, cultural, social service, and professional association activities on the same basis as for paid experience.  To receive proper credit for unpaid experience or volunteer work, fully describe your responsibilities and show the actual time (years, months, and hours per week) spent in such activities.

 

 

For Grade GS-5:

Applicants must have at least one year Specialized Experience equivalent to GS-0458-04 or higher grade level in the Federal Government that will qualify for the GS-5 grade level. Examples of work at this level include but are not limited experience in designing and installing conventional conservation practices on sites where an experienced conservationist has determined the practice to be suitable and practical for addressing a particular natural resource concern; survey, lay out, and stakes predetermined sites; assemble data and descriptive information covering farms, ranches, and other land units; identifies cropland, hayland, woodland, and other land use to determine field size for mapping; explain or demonstrates to land managers or contractors, methods of installing practices such as contour cultivation, drainage practices, or irrigation practices; perform follow-up work with landowner by checking progress of conservation practices under construction, resolves minor problems.

 

OR

Successful completion of at least a bachelor's degree with a major field of study in forestry, range management, agriculture or equivalent leading to a bachelor's degree that included at least 24 semester hours in any combination of courses such as forestry, agriculture, crop or plant science, range management or conservation, wildlife management, watershed management, soil science, natural resources, civil or forest engineering.  No more than 6 semester hours in mathematics is creditable.  

OR

 

A combination of at least 2 years of study above the high school level AND at least six months of specialized experience that is equivalent to the specialzed experience a GS-4 as described above.

 

Credit will be given for appropriate qualifying unpaid experience or volunteer work such as community, cultural, social service, and professional association activities on the same basis as for paid experience.  To receive proper credit for unpaid experience or volunteer work, fully describe your responsibilities and show the actual time (years, months, and hours per week) spent in such activities.

Qualified:   Applicants meets the basic eligibility and minimum qualification requirements, but does not meet the definition of Well-Qualified or Best Qualified describe above.

 

Veterans' preference is applied after applicants are assessed.   Veterans' preference eligibles who meet the qualification requirements are place in the appropriate category and are listed ahead of non-preference eligibles.   Veteran preference eligibles that have a compensable service-connected disability of at least 10 percent are listed in the highest quality category, except in the case of scientific or professional positions at the GS-9 level or higher.

 

The questionaire is based on the following KSAs:

A.   Knowledge of conservation planning and applying practices in order to provide technical assistance to clients.

B.   Knowledge of agricultural equipment and engineering tools in order to apply conservation practices

C.   Skill in application and use of measurement tools in order to survey, lay out, and stake predetermined sites.

D.   Ability to communicate, plan and organize work in order to provide technical information and promote the conservation of natural resouces.
