JOB SUMMARY:

Civilian employees serve a vital role in supporting the Army mission.  They provide the skills that are not readily available in the military, but crucial to support military operations.  The Army integrates the talents and skills of its military and civilian members to form a Total Army.

About the Position:

As the U.S. Army transitions to a force for the 21st Century, so does the Army's only independent operational test organization - the U.S. Army Operational Test Command (OTC) at Fort Hood, Texas, as it independently validates each new item of equipment.

 

OTC has the mission to conduct realistic operational testing in the critical areas of equipment, doctrine, force design and training. The command conducts the operational tests, required by Public Law, that provides significant data to Army decision makers on key Army systems and concepts.

 

ATEC (AEC) uses salary control points within the salary range to allow for differentiation in the level of positions within the same broadband.   ***Therefore, the salary for this position will initially be set within a range from $96,690 to $136,483.  This pay range includes 14.16% locality.***

 

This position is located at: USA Test and Evaluation Command (ATEC), USA Operational Test Command (OTC), Mission Command Test Directorate (MCTD), Fort Hood, TX 76544-5068.

This position requires travel to other duty locations approximately 30% of the time.

Serve as Senior Test Manager for a major Operational Test Command (OTC) Test Directorate.

Act as advisor to the Director, and other personnel of the Directorate, on all operational/user tests and evaluations.

Evaluate test methodologies and instrumentation developed by the Directorate, for quality, completeness and efficiency.

Review test programs and documentation developed and written within the Directorate.

Chair test report reviews for all Outline Test Plans, and Test and Evaluation Plans prior to release.

Develop short and long-range plans and projects involving all aspects of newly and modified test related equipment and systems.

Exercise program responsibility for all stages of test objectives, policies, programs, plans and projects in order to oversee the program(s).

Supervise the Directorate special staff in performance of the daily mission of the Directorate.

Identify requirements and plans for distribution of authorized personnel resources.

Present justification for organization structure, manpower and personnel requirements.

Ensure development of organization work plans, short and long-range schedules, priorities, work assignments and position structures.

Develop and justify budgets, manpower, organization and acquisition of equipment, facilities and supplies.

Assign work to subordinates based on priorities, difficulty of assignments, and the capabilities of the employees.

Formulate general guidelines for specific projects.

Interview and recommend selections of candidates for positions based on knowledge of position(s) and skill set(s) required.

Assist employees in improvement of performance by keeping them informed of policies and management programs.

Ensure adequate internal control systems are developed and operative so that government resources are efficiently and effectively managed.

Specialized experience: To Qualify applicants must possess one year of specialized experience equivalent to at least the highest salary range of the NH-0301-03 pay band, or the next lower grade (GS-13) equivalent under the General Schedule, or other pay system in the Federal service.  Specialized experience is defined as:   Experience performing duties and advising on matters within a test directorate pertaining to operational/user tests, evaluations and test programs.  

 

You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:

Skill in advising on testing matters within a Test Directorate

Ability to exercise responsibility over a testing program

Skill in making recommendations on personnel resources.

Ability to supervise.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must meet the Time in Grade Restriction.

 

Time in Grade Restriction: Must have 52 weeks of Federal service at the next lower grade (or equivalent).

This position is a Critical Acquisition Workforce position (CAP).   Unless specifically waived by the appropriate Army official, (i.e., the Director of Acquisition Career Management, the Army Acquisition Executive, or the Secretary of the Army) or if the employee is Grandfathered under 10 U.S.C. 1736(c)(1), the following are statutorily mandated requirements (Reference: 10 U.S.C. 1732 and 1737): - Selectee must be an Acquisition Corps (AC) member at the time of permanent selection for the position or have been granted a waiver. - Selectee must execute, as a condition of appointment, a written agreement to remain in Federal service in the position for at least three years. In signing such agreement, the employee does not forfeit any employment rights, nor does such an agreement alter any other terms or conditions of employment.

This critical acquisition position requires Senior LEVEL III certification in the acquisition career field of TEST & EVALUATION.  This certification must be obtained within 24 months of employment.
