JOB SUMMARY:

The Mission of the U.S. Fish & Wildlife Service: working with others to conserve, protect and enhance fish, wildlife, and plants and their habitats for the continuing benefit of the American people.

The incumbent will be responsible for financial management and related administrative functions associated with Federal Aid grant activities.

 

More than 1 position may be filled for similar positions within the U.S. Fish & Wildlife Service.

  • Responsible for financial management of grant proposals and grant agreements.
  • Responsible for financial management of multiple grant programs.
  • Responsible for audits, grant administration, evaluations, special studies, and reports regarding financial aspects of the Federal Aid Programs.
  • Incumbent will be a member of the Region 3 Federal Aid staff.

      To be eligible, you must meet one of the following:

      A. You have one or more years of specialized experience ensuring that grants and proposals comply with fiscal requirements; providing assurance and guidance to others regarding financial management problems and/or issues, and in reviewing grantee financial management systems for compliance with program requirements; maintaining grant fiscal records, obligating and/or de-obligating grant fund transactions, and determining amounts and timing of recoveries and reversions of Federal funds; and the ability to communicate orally and in writing. To be creditable, the specialized experience must have been at the GS-09 grade level or equivalent under other pay systems in the Federal service.  OR

      B. You have successfully earned a Ph.D. or equivalent doctoral degree or completed 3 full years (54 semester hours) of progressively higher level graduate education that demonstrates the knowledge, skills, and abilities to do the work of this position.  OR

      C. You have less than the full amount of specialized experience described in "A" above, and you have less than the full amount of graduate education described in "B" above. However, you do have an equivalent combination of specialized experience AND graduate education. To compute this: first determine your total qualifying experience as a percentage of the experience required in "A" above; then determine your graduate education as a percentage of the education required in "B" above {note: only graduate education in excess of 36 semester hours can be combined with experience}; add the two percentages. The total percentage must equal 100 percent to qualify.


      Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.       HOW YOU WILL BE EVALUATED:

      CATEGORY RATING: Your application will be evaluated and rated under Category Rating selection procedures. Once the application process is complete, a review of resume and supporting documentation will be made and compared against your responses to the assessment questionnaire to determine if you are qualified for this job.       1.     Knowledge of Federal financial assistance administration procedures, applicable legislation, and regulations in order to ensure that grants and proposals comply with fiscal requirements.

      2.     Knowledge of accounting, auditing, and financial theory and practices.

      3.     Knowledge of integrated enterprise accounting systems.

      4.     Knowledge of computers sufficient to utilize a variety of specialized software packages.

      5.     Ability to communicate orally.

      6.     Ability to communicate in writing.

      Your rating will be based on both your entire application package as well as the responses to the assessment questionnaire. Please note that if, after reviewing your resume and or supporting documentation, a determination is made that you have inflated your qualifications and or experience, your category rating can and will be adjusted to more accurately reflect your abilities, or you may lose consideration for this position.

      The Category Rating Process does not add veterans’ preference points or apply the “rule of three”, but protects the rights of veterans by placing them ahead of non-preference eligibles within each category.
