JOB SUMMARY:

Civilian employees serve a vital role in supporting the Army mission.  They provide the skills that are not readily available in the military, but crucial to support military operations.  The Army integrates the talents and skills of its military and civilian members to form a Total Army.

You could experience the best of two worlds by taking advantage of the opportunity to become a Citizen Soldier in the United States Army Reserve Military Technician Program.  As a Citizen Soldier, you are employed by the Department of Army as a civilian working a normal full-time workweek with all the benefits available to a Federal service employee to include health and life insurance, retirement and Thrift Savings Plan, and accrual of leave (annual, sick and military).  When duty calls, you can proudly put on the uniform as a military service member of the United States Army Reserve and receive the pay and benefits associated with the military assignment.  As a member of the United States Army Reserve, you are required to perform military duty one weekend a month and at least fourteen days a year of annual training. In your civilian position, you perform work in direct support of the US Army Reserve in an administrative, professional or maintenance related position.  As a US Army Reserve Military Technician, you are a vital link in the chain of command of the United States Army Reserve and civil service, working with professionals like yourself at locations around the world or as close as next door.  As a civilian Military Technician you are one of the most important keys to combat readiness; as an Army Reservist you have the opportunity to perform military duty to defend and to serve your country by performing military duty when needed.

This position is with the 618 Quartermaster Company under the 316 Expeditionary Sustainment Command, located at Schenectady, New York.

  • THIS POSITION REQUIRES MEMBERSHIP IN THE U.S. ARMY RESERVES (USAR).
  • You must be able to obtain and maintain a Secret security clearance.

The duties of this position include:

·         Review incoming directives, policies and instructions.

·         Manage personnel, finance and automated systems activities.

·         Process and review personnel and military pay actions.

·         Perform extensive record management duties.

·         Ensure compliance with regulations and internal controls.

·         Manage unit and individual training.

·         Interpret training policies and training regulations.

·         Provide advice on mobilization planning and issues.

·         Assign, distribute and review work of others.

·         Monitor preparation for inspections and staff visits.

·         Manage a variety of programs such as supply management, food service and/or maintenance.

·         Manage unit publications.

Specialized Experience: To qualify at the GS-07 grade level, applicants must possess one year of specialized experience equivalent to the next lower grade/level GS-05 in the Federal service or equivalent pay band. Specialized experience is defined as work that involves performing clerical or administrative tasks such as preparing correspondence, filing and data entry; processing a variety of personnel or pay actions; and interpreting and/or applying regulatory or procedural requirement.

 

You will be evaluated on the basis of your level of competency (knowledge, skills, and abilities) in the following areas:

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must meet the Time in Grade Restriction within 30 days of the closing date of the vacancy announcement.

This position offers a $3000 recruitment bonus to individuals who are newly appointed as civilians in the Federal Government.  You are considered newly appointed if this is your first appointment as a civilian employee in the Federal Government or if you have a minimum of a 90-day break in service from a previous Federal civilian position.   You may qualify with a break in service of less than 90 days only if your previous Federal civilian appointment was a time-limited, or not permanent, appointment.  Your recruitment bonus will be made in two payments.  You receive the first payment when you enter on duty, and you receive the second payment on your first anniversary.  To accept this recruitment bonus, you are required to make a two year service obligation to the Army Reserve Military Technician

Program.

 

Moving expenses may be authorized, subject to the provisions of the Joint Travel Regulations (JTR).

New Army Reserve Military Technicians may be authorized moving expenses to their first official duty station.  To be eligible to receive moving expenses, you must be a newly appointed Federal civilian employee or have a minimum of a 3 day break in service from previous Federal civilian employment.

 

Failure to provide all of the required information as stated in the vacancy announcement may result in an ineligible rating or may affect the overall rating.

The temporary Duty (TDY) travel requirement is 10 percent.

    Obligated Position: This position is obligated. An obligated position is one to which an employee has statutory restoration rights based on active military service, compensable injury or disability when fully recovered, or return rights based on having served an overseas tour(s).  In accordance with 5 CFR 353 or AR 690-300, Chapter 352, the previous incumbent has reemployment rights to this position.  Occupancy of this position is limited to the return of former incumbent with statutory reemployment rights under 10 USC 1586.  I understand this means I may be displaced by reassignment or reduction in force procedures at a later time should the previous incumbent exercise his/her reemployment rights.
