AREA INFORMATION/HOUSING INFORMATION: Flagstaff, Arizona has a population of approximately 55,000 and is at an elevation of 7,000 feet. Flagstaff is located 80 miles from Grand Canyon National Park.   Clear, sunny days with low relative humidity characterize Flagstaff's climate.   Summers are warm with high temperatures in the 80's and frequent afternoon monsoon thunderstorms.   Winters are cold with temperatures averaging in the 20's, and snow averaging around 80 inches. Flagstaff offers complete medical, dental and shopping services, along with excellent educational opportunities at Northern Arizona University and Coconino Community College.   The country that surrounds Flagstaff is some of the most fascinating and beautiful in the southwest.   A day on the road may take you from lush, green forests to the rugged, colorful desert.   Several Indian Reservations, the San Francisco Peaks, Oak Creek Canyon, Sedona, several national monuments and parks including Grand Canyon National Park known throughout the world for its overwhelming size, intricate and colorful landscape, and as one of the most spectacular examples of arid land erosions in the world, are accessible from Flagstaff.

Assists in preparation and maintenance of an annual budget. Illustrative tasks include collecting and providing costs, work force data, procurement requirements, and other related information, extracting from a variety of sources. Adjusts, revises and updates current year operating budget, as required, due to various changes made in allotments or accounts. Coordinates the current fiscal year budget by checking form and accuracy of information, consolidating project work plans into appropriate accounting categories, aiding in work scheduling, and establishing controls to maintain continuing cost accounting information. Determines and assigns appropriate account information to major projects/activities.

Makes financial reviews throughout the fiscal year, ensuring that allocations are not exceeded and that surpluses or shortages are identified. Advises appropriate program managers regarding the status.Tracks obligations, expenditures, and accounts receivables, and reconciles in-house records with official accounting office reports. Recognizes errors which appear, researches the source of the errors, and initiates adjustment documents to correct erroneous entries. Keeps supervisor informed of existing or potential problem areas. Prepares expenditure transfers and other adjustment vouchers to effect changes to information entered into the official accounting system (e.g. account numbers, authorized limits, or amounts). Administers the Park travel management system including establishing base profiles, setting up travel groups, assigning account numbers, assisting travel liaisons and employee users through system processes and error messages, and examining and validating claims for reimbursement against travel authorizations. Administers the Park's travel charge card program for the Park including review and submittal of charge account applications, closing accounts, maintaining charge card user profiles, transferring erroneous charges between individual and central billing accounts, and performing quarterly audits of charge card accounts. Administers the Park's motor pool accounts; including posting of monthly obligations for motor pool use, and processing of bills for leased vehicles. Researches, validates and posts payroll corrections as needed in the Park's accounting system; posts obligations, accruals, and corrections into the accounting system.

QUALIFICATIONS :  To be eligible for this position, you must possess the qualifying specialized experience and/or education as well as selective factors as described in the occupational/assessment questionnaire and as outlined below.

For GS-05: You must possess 1 year of specialized experience equivalent to at least the GS-4 level. OR

Education: Successfully completed 4 years of higher education above the high school level. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. (YOU MUST SUBMIT A COPY OF YOUR OFFICIAL TRANSCRIPTS TO RECEIVE CREDIT FOR YOUR EDUCATION) Combining Education and Experience: Equivalent combinations of successfully completed post-high school education and experience may be used to meet total experience requirements:

·     For GS-5 level positions only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience.

Education

Requirements

1. If new to Federal Civil Service, you will be required to serve a probationary period of 1 year.

HOW YOU WILL BE EVALUATED:

Your rating will be based on both your responses to the Job Assessment Questionnaire and the information stated in your resume. The assessment questions relate to the following knowledge, skills and abilities (KSAs)/competencies that are required to perform the work of this position. Only education and experience acquired by the closing filing deadline will be considered.

  • Knowledge of the Federal budget processes and financial management practices and procedures, and the ability to assist with administration of a large and complex budget.
  • Skill in using automated financial and budget tracking systems, such as the Federal Business Management system (FBMS), Administrative Financial Systems (AFS3/AFS4), Over-the-Counter Network (OTCNet) check scanning system, Pay/Gov system for electronic processing of bills for collection and bill payments or equivalent systems. Skill in using Excel spreadsheet software. Ability to independently use these systems to enter and retrieve financial data.
  • Ability to independently analyze constantly changing budgetary situations to insure adequacy of funding, discern trends and problem areas, determine the need for adjustments, make corrections, and to identify unfunded needs or requirements.
  • Ability to communicate effectively, both orally and in writing, in order to explain, interpret, justify or defned program legislation, funding guidelines, budget estimates, and other program and/or financial information.

You must include months, years and hours per week worked to receive credit for your work experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

Category rating procedures will be used to rate and rank candidates. Candidates will be ranked into 3 categories:
Category Group I (Best Qualified) - applicants who possess experience and/or education that well exceeds the minimum qualifications of the position, including all selective factors and all quality ranking factors. Applicants considered best qualified must be highly proficient in all requirements of the job and be able to perform effectively in the position. 
Category Group II (Well Qualified) - applicants possessing experience that exceeds the minimum qualifications of the position including all selective factors, and who are proficient in most of the requirements of the job.
Category Group III (Qualified) - applicants possessing experience that meets the minimum qualifications of the position including all selective factors, and who are proficient in some, but not all of the requirements of the job.

VETERANS PREFERENCE: Veterans Preference applies to category rating. Within each quality category, veteran's preference eligibles are listed first, including CP, CPS, XP, and TP. In addition, veterans who have a 10% or more service-connected compensable disability (CP or CPS) are placed at the top of the highest quality category.
