JOB SUMMARY:

The Research and Innovative Technology Administration (RITA) coordinates the U.S. Department of Transportation's (DOT) research programs and is charged with advancing the deployment of cross-cutting technologies to improve our Nation's transportation system.

 

The Research and Innovative Technology Administration (RITA) coordinates the U.S. Department of Transportation's (DOT) research programs and is charged with advancing the deployment of cross-cutting technologies to improve our Nation's transportation system.  As a fee for service component of RITA, the Volpe National Transportation Systems Center (Volpe Center) performs work for U.S. DOT, as well as other Federal, state, local, and international agencies and entities.

As the Chief of the Workforce Acquisition and Staffing Branch in the Office of Human Resources at the Volpe Center, you will lead and motivate staff to effectively design, develop, and deliver programs and operations in all areas of Recruitment, Staffing, Position Classification and Compensation. Due to the Center’s complex and rapidly changing systems analysis and development project portfolio and competitive environment, you will need to provide creative solutions maximizing available flexibilities for staffing, classifying, and managing work. You will also serve on committees, work groups, and special projects to provide expert human resources (HR) strategic and operational advice on various human resources challenges and initiatives, and manage an especially innovative placement program with an emphasis on collaboration and results.

The ideal candidate for this Branch Chief position will have experience in the development, and delivery of programs and operations in all areas of Recruitment, Staffing, Position Classification and Compensation.

The Supervisory Human Resources Specialist:

  • Utilizes all available tools within the Federal framework including different hiring authorities under the competitive and excepted services and compensation flexibilities to ensure that the Volpe Center is able to compete in a very competitive, high-tech labor market.
  • Manages the Classification and Position Management Programs at the Center. Ensures appropriate classification of all positions in a manner that provides equal pay for substantially equal work and oversees delegation of classification authority to both managers and other HR staff.
  • Comments on OPM drafts of new position classification standards or guides
  • Establishes policies and procedures for the implementation and use of the full range of compensation flexibilities, e.g., superior qualifications advanced -step appointments, credit for annual leave accrual, recruitment and relocation bonuses, retention allowances
  • Oversees the appointment and subsequent actions for all employees under Competitive and Excepted Service Authorities at the Volpe Center.

To meet the minimum qualifications for this position, you must meet the experience qualifications for the grade at which you are requesting consideration.

LEVEL To qualify, your experience should include one year experience equal or equivalent to the following:
GRADE 13
  • Experience applying a wide range of HR principles, concepts, and practices to perform and advise management on the full range of Position Classification, Recruitment, Federal Staffing, and Compensation operations AND,
  • Experience leading a team or project including: creating a culture that fosters high standards of ethics; developing strategies to maximize employee potential; developing performance plans and monitoring performance; resolving conflicts; fostering workforce diversity on the staff; and recognizing staff contributions.
  • GRADE 14
  • Experience applying a wide range of HR principles, concepts, and practices, as well as providing consultation to Senior Management to include analyzing, recommending, developing, implementing, and advising on Position Classification, Recruitment, Internal Staffing, and Compensation issues and programs. AND,
  • Experience leading a team or project including: creating a culture that fosters high standards of ethics; developing strategies to maximize employee potential; developing performance plans and monitoring performance; resolving conflicts; fostering workforce diversity on the staff; and recognizing staff contributions.
