Two-year temporary appointment with possible extension. Responsible for the development, proper functioning and administration of the Court’s automated payroll/personnel system. This includes all phases of payroll: computation, verification, disbursement, recording and reporting; as well as development and modification of automated systems to accomplish payroll and personnel processing tasks and interface with the Court’s budget and accounting system. Conducts special studies/analyses as required.

Bachelor's degree and two years' experience in federal payroll preferred.  Four additional years of experience relevant to the work of the position may be substituted for the degree requirement.  Intensive knowledge of current accounting and payroll principles and practices, and their application to complex and difficult problems. Knowledge of proposed and enacted legislation, regulations, Comptroller General decisions, IRS rulings, OPM bulletins, letters and other material relevant to basic or premium pay, tax withholdings and employee benefit programs. Complete understanding of proper recording and disbursement of contributions and withholdings in specific general ledger accounts, thorough knowledge of accounts payable process, and professional knowledge of automation required. Skill in oral and written communication and outstanding attention to detail required. Experience with PeopleSoft HR/Payroll desirable. APA certification desirable.
