The Federal Railroad Administration (FRA) is responsible for ensuring safety of the Nation's passenger and freight rail operations and infrastructure by promoting safe, efficient and accessible rail transportation. The mission and focus of FRA has grown to include the design and management of an unprecedented investment in the creation of a nationwide passenger rail network. FRA is providing leadership for the creation of a more balanced transportation system, transforming the way Americans travel.
This position is located in the Office of Financial Management and Administration, Office of Acquisition Services in Washington, D.C. This is an entry level Contract Specialist position. Through training you will progressively gain knowledge regarding all aspects of the acquisition cycle to include (pre & post award) for federal government contracts, inter-agency agreements, contact administration and contract close out. The FRA procurement department procures a variety of commodities and or services, such as, but not limited to: information technology supplies and services, research and development services, professional services, and other operational supplies and services.
This position has promotion potential to the GS-12 grade level. Work assignments are designed to introduce and progress the incumbent to the full range of duties and responsibilities required at the full performance level. As experience and knowledge in the position are gained and competency is demonstrated, you will be relied upon to make more independent judgments and decisions. You may be non-competitively promoted up to the GS-12 level provided the work at the higher grade continues to exist, management certifies you have sufficiently demonstrated the ability to perform at the higher level, and the time in grade and all other regulatory requirements are met. You will receive training and supervision that will enable advancement to the full performance grade of GS-1102-12.
The ideal candidate for this position has experience working in an office environment and demonstrated a career desire for analytical work. Be detail oriented and possess excellent reading comprehension and communication skills. An intuitive knowledge and understanding of common business process would be a plus.
