JOB SUMMARY:

Civilian employees serve a vital role in supporting the Army mission.  They provide the skills that are not readily available in the military, but crucial to support military operations.  The Army integrates the talents and skills of its military and civilian members to form a Total Army.

About the Position:

This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25.  This position is located at the 704th MI Brigade, 742D MI Battalion, Tech Control & Analysis Element, Fort Meade, MD. 

 

This position serves as a technical advisor on Signal Intelligence (SIGINT) for the 704th MI Brigade. The incumbent will serve as the team lead on mobile training teams responsible for training plans.

KEY REQUIREMENTS

  • Must be able to obtain and maintain a TS/SSBI/SCI security clearance

  • Must successfully pass a urinalysis screening for illegal drug use
  • Temporary Duty (TDY) travel may be required up to 15%
  • All INSCOM employees may be subject to extended TDY or worldwide deployment
  • Shift work may be required

  • Serves as technical advisor on Signal Intelligence (SIGINT) in support of intelligence research and intelligence operations.
  • Responsible for planning and implementation to collect, process, analyze, and report current SIGINT to commanders.
  • Responsible for operations and system development for component forces to maximize SIGINT support.
  • Identifies SIGINT gaps, specifies collection requirements, and develops methodologies to increase support.
  • Coordinates new collection technologies, processors of information, analytical techniques, and reporting instructions with others in the intelligence community.
  • Applies expertise in the collection, analysis, and reporting of multi-mode SIGINT sources to assess the relevance and significance of development to prepare new or revised intelligence products.

Specialized experience: To qualify applicants must possess one (1) year of specialized experience equivalent to the next lower grade/level (GG/GS-12). Specialized experience is defined as: 1) experience using a wide range of SIGINT concepts, principles, and skill in applying this to complex work assignments; 2) developing new methods, approaches, or procedures in reference to SIGINT technologies; 3) interpreting, evaluating, and integrating SIGINT; 4) experience in effective verbal and written communication to present briefings at high government or service levels; 5) and/or experience with multiple intelligence collection methods and systems, their capabilities and limitations, and appropriate tasking methods.

 

Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. NOTE: Creditable specialized experience may include previous military intelligence experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower grade in the series. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.

 

You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:  

 

  • Signals Intelligence (SIGINT)
  • Support to Tactical Forces
  • Collection Requirements and Management
  • National/Tactical Liaison 


There is no substitution of education for experience at the GG-13 level.

CONDITIONS OF EMPLOYMENT:

All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.

Must be able to obtain and maintain a TOP SECRET secret security clearance based on a single scope background investigation (SSBI) with eligibility for sensitive compartmented information (SCI).

In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.

Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.

Temporary Duty (TDY) travel may be required up to 15%.

Shift work may be required.
