Serves as an IT Specialist-Enterprise Architect in the Office of the Chief Information Officer (OCIO), Office of Mission Architecture, Planning, and Protection; and is responsible for the evolution of the NHTSA Enterprise Architecture, including the FEA DRM data reference model and the NHTSA Metadata Repository for all major elements of the National Highway Traffic Safety Administration (NHTSA) at Headquarters, Regional Offices and in conjunction with Department of Transportation's (DOT) Office of the Secretary (OST). Focuses primarily on identifying gaps and developing solutions for all enterprise data management efforts, including the Open Government Initiative and associate domains, with special concentration on the safety and developer sub-domains. Additional leadership in the NIEM area of data management is also required, to include development of all IEPD documents sufficient to stand-up an Automotive Safety domain. Guides NHTSA program offices in managing their dataset holdings in support of streamlining and reducing data redundancies through integrating new technologies, in accordance with Clinger-Cohen Act, the E-Government Act and associated Office of Management and Budget (OMB) Circulars.

As an Information Technology Specialist (Enterprise Architecture), you will:

  • Coordinate within NHTSA, DOT and other government offices to ensure compliance with OMB A-11 Capital Planning mandates.  Ensure IT related Acquisition actions provide compatibility of systems, software and programs with the Federal Enterprise Architecture (FEA) and DOT/NHTSA current and target architectures.  Act as the primary NHTSA liaison to DOT/OST Capital Planning offices.
  • Plan, develop, recommend and administer NHTSA OCIO policies, procedures, systems and programs relative to capital planning and investment control, governance processes, strategic and tactical planning, alignment with the enterprise architecture, business process optimization, business process modeling, integration of security and business continuity into business process models and investment planning, management oversight, information collection, performance and productivity.
  • Assist in the development, coordination, maintenance, standardization, consolidation and direction of automated systems in OCIO, applications including security management tools, databases including ORACLE; SQL Server; LAN hardware/software; and PC-based office automation packages such as Microsoft Office Professional Suite, and others.
  • Personally perform market studies and alternative analysis to improve the NHTSA system hardware and applications which typically involve consideration of the latest developments in the field and whether current techniques used in other agencies, state governments, universities, or the private sector are applicable to our needs.

For all IT positions, individuals must have IT-related experience demonstrating each of the four competencies listed below.

Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
LEVEL To qualify, you must have at least one year of specialized experience equal or equivalent to the following:
  • Experience in devising a standard-based Service Oriented Architecture (SOA) in the development of modular e-GOV applications.
  • Experience in providing advice and guidance to executive management, system owners, subject matter experts and other technologists with respect to business case development, cost/benefit analysis, alternatives analysis, risk management, current technical developments, long term strategy and enterprise architecture.
  • Experience representing the organization with internal and external organizations, dealing with organizations such as the Office of Management and Budget (OMB) on investment, architecture, and cyber security issues, and negotiating complex issues with individuals who have diverse and often conflicting viewpoints.
