Executive Core Qualifications: The Office of Personnel Management (OPM) is required by law to review the executive qualification of each new career appointee to the Senior Executive Service (SES) prior to appointment. To be considered for this position, applicants must submit a written statement addressing the following five Executive Core Qualifications (ECQs): (1) Leading Change, (2) Leading People, (3) Results Driven, (4) Business Acumen, and (5) Building Coalitions/Communication. Mandatory Technical Qualifications: In addition to the ECQs, applicants must possess the technical qualifications that represent the experience required to perform the duties of this position. Possession of these technical qualifications must be clearly documented in your application package and should be addressed separately. For Computer Scientist:
You must have a bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.
A. Degree: mathematics; or the equivalent of a major that included at least 24 semester hours in mathematics.
B. Combination of education and experience -- courses equivalent to a major in mathematics (including at least 24 semester hours in mathematics), as shown in A above, plus appropriate experience or additional education.
For Physical Scientist:
A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
B. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
A. Degree: physics; or related degree that included at least 24 semester hours in physics.
B.Combination of education and experience -- courses equivalent to a major in physics totaling at least 24 semester hours, plus appropriate experience or additional education.
A. Degree: physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics.
B. Combination of education and experience -- course work equivalent to a major as shown in A above, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education.
Foreign Education If you completed all or part of your education outside of the U.S., you must have your foreign education evaluated by an accredited organization to ensure that the foreign education is comparable to education received in accredited educational institutions in the U.S. It is your responsibility to provide such evidence when applying for this position. CONDITIONS OF EMPLOYMENT FOR THIS VACANCY: A preliminary background check must be initiated before a new employee can begin work with the U.S. Department of Energy. The preliminary background check consists of a search of Office of Personnel Management and Department of Defense background investigation files and an FBI National Criminal History Fingerprint Check; it may take up to three weeks to complete. If selected for this position, you will be extended a tentative offer of employment upon completion of the required forms. Current Federal employees or other individuals with an existing completed background investigation may not be required to undergo another background check; these will be handled on a case-by-case basis in coordination with the Security Office. If you fail to receive a favorable background investigation, you will be terminated from employment. This position requires a security clearance and is subject to drug testing. If selected, you must test negative prior to being appointed to this position and will be subject to random testing thereafter. Failure to pass subsequent tests could result in disciplinary action, up to and including removal from the Federal service.
HOW YOU WILL BE EVALUATED:
Applicants must have one year of specialized experience associated with this position by addressing the Executive Core Qualifications and Technical Qualifications. Specialized experience is defined as experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the positions, and that is typically in or related to the work of this position. Applicants will be evaluated by a Merit Staffing Committee comprised of subject matter experts. They will use only the information submitted for consideration. The Merit Staffing Committee will rate and rank each applicant based on meeting the ECQs and the level at which the Technical Qualifications are met. The Merit Staffing Committee will determine the individuals that will be referred to the selecting official.
