The GS-07 level is an advanced trainee position.  At the full performance level (GS-09), an employee is expected to perform the following major duties:

·       Participate in project life cycle reviews, technical documentation, audits, and control gates for controlling technical progress of software development.

·       Review the output of automated software analysis tools and provide coding recommendations to software developers and release managers.

·       Verify that system level software related requirements are complete, consistent, and verifiable.

·       Examine the proposed system software design and perform a mapping to functional areas of the system.

·       Collaborate with release managers, software developers, specialty engineers, and modelers to ensure that all system requirements have been allocated, the requirements are complete, and the flowdown is adequate to verify system performance metrics.

To qualify at the grade GS-07, you must have at least one of the following requirements (Please note: you must submit your transcripts if you are using education to qualify):

Successfully completed a bachelor's degree in a field that demonstrates the competencies/knowledge, skills, and abilities necessary to do the work AND meet one of the following superior academic achievement provisions: 1) a grade point average (GPA) of 3.0 or higher for all completed undergraduate coursework or for all courses completed in the last two full years of undergraduate work; 2) a GPA of 3.5 or higher for all courses in the major field of study, or those courses in your major completed in the last two full years of undergraduate work; 3) ranking in the upper one-third of your college, university, or major subdivision; or 4) membership in a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies. At least one full year of specialized experience comparable in scope and responsibility to the GS-05 level in the Federal service (obtained in either the public or private sectors).  This experience must include activities such as 1) participating in the support of software development or analysis; 2) assuring that software issues are documented; and 3) participating in the resolution of common IT problems, questions, or situations such as installing, maintaining, monitoring performance, and troubleshooting networks, systems, and applications. NOTE: This experience must be clearly documented in the work experience block of your resume.




One full year (18 semester hours or equivalent) of graduate level study, or possess a master's or higher degree, e.g., LL.B., J.D., LL.M., Ph.D., in a field that demonstrates the competencies/knowledge, skills, and abilities necessary to do the work. (MUST SUBMIT TRANSCRIPTS)

Applicants must also have IT-related experience demonstrating each of the four competencies listed below.

1.     Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

2.     Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

3.     Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

4.     Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.



For any college courses, graduate work, research, thesis or other non-descript courses listed on your transcript (such as "Independent Research"), please indicate through your resume or attachment memorandum from an academic professor how each course fulfills the specific education requirement, i.e., state number of semester hours credited, topic of study, grade earned.

Time-in-Grade Requirements: Current Federal employees must have served 52 weeks at the next lower grade in the Federal service.  All qualifications and time-in-grade requirements must be met by the closing date of this announcement.
