JOB SUMMARY:

OUR MISSION: The Federal Trade Commission (FTC) enforces a variety of federal antitrust and consumer protection laws.  The Commission seeks to ensure that the nation's markets function competitively and are vigorous, efficient, and free of undue restrictions.  The Commission also works to enhance the smooth operation of the marketplace by eliminating acts or practices that are unfair or deceptive. Finally, the Commission undertakes economic analysis to support its law enforcement efforts and to contribute to the policy deliberations of the Congress, the Executive Branch, other independent agencies, and state and local governments when requested.  

This position is located in the Office of the Executive Director (OED), Administrative Services Office (ASO).  The Director of ASO provides the overall direction, guidance, leadership and coordination of business operations and management programs.  The Director manages a subordinate staff of employees performing a wide variety of functions to include facilities management, space utilization, physical and personnel security, and property accountability.  Additionally, the Director will shape the goals of ASO and provide advice on alternatives to achieve FTC and OED organizational goals and priorities.  For additional information on ASO’s responsibilities:  http://www.ftc.gov/ftc/oed/aso/index.shtm

KEY REQUIREMENTS

The FTC is looking for an individual with a high-level of experience providing vision, guidance, and support required to administer the day-to-day operations and long term needs of a space, facilities and Emergency Preparedness Program and Physical and Personnel Security Administration Program.

The incumbent:

Directs the work of ASO which includes Administrative Services, Physical and Personnel Security Administration, Facilities Management and Customer Services, which has responsibility for developing and implementing policies related to space and facilities; managing the long range planning process; formulating and executing security policies and security programs; FTC Public Transportation Benefit Program; and overseeing the FTC Emergency Preparedness and Health and Safety programs. 

Provides leadership and vision for the critical functional areas of administrative services, physical and personnel security, emergency preparedness and health and safety programs, and facilities management.

Serves as the principal advisor to the Executive Director and Deputy Directors, Bureau and Office heads and their staff on all functions related to the space, facilities and security matters.

Provides technical assistance, training and oversight in various program areas, including physical and personnel security services, resource planning, design and construction, facilities management, and emergency planning and response.

Fosters and maintains productive relationships with senior executives and staff of Bureaus and Offices.

Works with Bureaus and Offices on strategic planning, agency operations, problem resolution and development of new and innovative programs to support the ASO mission and the space, facilities, and security programs.

Serves as an expert on matters relating to space, facilities, security and emergency planning and response.

Responsible for planning and projecting budget needs for all phases of the office services for the agency.

Specialized Experience at the GS-15: Possess one (1) year of specialized experience equivalent to the GS-14 level, or its non-Federal equivalent which may be demonstrated by experience in customer service, effective teamwork and communications, procurement management, facilities management, security management and human resources management to successfully perform the duties of the position.
