The Outreach Social Worker, located at the Downtown Clinic of the San Francisco VA Medical Center, (SFVAMC) independently coordinates the outreach efforts of staff in the Comprehensive Homeless Center of the Downtown Clinic, as well as those located in the other CBOCs of the San Francisco VA Medical Center System as related to homelessness.   The mission of the position is to reach out to homeless Veterans wherever they are – in shelters, soup kitchens, on the streets, in parks, and in rural areas – so they can be offered VA services, including housing resources.  The incumbent and the staff he/she organizes identify and engage Veterans who are homeless or marginally housed and who underutilize VA services.  The incumbent may also participate in outreach activities that are not related to homeless Veterans but to Veterans in general to provide them with information related to services and benefits available at SFVAMC.  The incumbent and staff provide Veterans with a range of social work services, including assessment and referrals, clinical treatment, short-term case management, advocacy and service coordination, and linkage with VA and community services. This is accomplished in concert with the various members of the interdisciplinary teams (mental health, primary care, social work, and others) of the Downtown Clinic and other CBOCs.

BASIC REQUIREMENTS:  

a. Citizenship- Must be a citizen of the United States.

 

b. Education- Applicants must have a master's degree in social work from a school of social work accredited by the Council of Social Work Education.   A doctoral degree in social work may not be substituted for the master’s degree in social work.  (Verification of the degree can be made by going to the CSWE website to verify if your social work degree meets the accreditation standards for a master of social work). You must submit copy of transcripts (unofficial copies will be accepted). All education claimed by applicants will be verified by the appointing agency accordingly.  Selected applicant must provide official transcripts.    

 

c. LICENSURE- Applicants must be licensed by a state to independently practice social work at the master’s degree level.  At the 11 grade level – this may be waived for persons who are otherwise qualified, pending completion of state prerequisites for licensure/certification examinations. Social Workers who are not licensed or certified at the time of appointment must become licensed or certified at the independent, master’s level within 3 years of their appointment as a social worker.  In California, where the prerequisites for licensure exceed two years, social workers must become licensed at the independent, master’s level within one year of meeting full California prerequisites for licensure.  

 

NOTE: This position involves driving to sites in the community and a valid driver’s license is required.

GRADE DETERMINATIONS:

GS-11:  Requires a minimum of 1 year post-MSW degree experience in the field of health social work or have a doctoral degree in social work.  This experience must have been in a clinical setting and must have demonstrated the potential to perform advanced assignments independently. Experience must have been obtained AFTER earning a master’s degree in social work.  Experience gained would be one that reflected applicant possesses knowledge of community resources; can independently assess the psychosocial functioning and needs of patient and their family members; independently conduct psychosocial assessments and provide treatment; knowledge and experience in the use of medical and mental  health diagnoses, disabilities and treatment procedures; knowledge of psychosocial treatment and ability to independently implement treatment; independently provide counseling and/or psychotherapy services to individuals, groups. EXPERIENCE WITH HOMELESS POPULATION IS PREFERRED.
