Civilian employees serve a vital role in supporting the Army mission.  They provide the skills that are not readily available in the military, but crucial to support military operations.  The Army integrates the talents and skills of its military and civilian members to form a Total Army.

About the Position: GS locality pay for Mountain View is 35.15% and can be applied to high 3 retirement calculations. The mission of the Mission and Installation Contracting Command (MICC) - Moffett Field (RC-West) includes the following: 1-Support the Defense Language Institute, training military linguists to meet Department of Defense (DoD) requirements and sustain military linguist capabilities worldwide. 2-Support the Garrison base operations at the Moffett Field. 3-Support facilities maintenance and services for the DoD Defense Management Data Center. 4-Serves as the MICC - Moffett Field for the Western Region, contracting office for the 63rd Regional Support Command and Fort Hunter Liggett. Off-post TDY may be required involving travel by vehicle or aircraft.


MISSION:  DLIFLC provides culturally-based foreign language education, training, evaluation, research, and sustainment for DoD personnel in order to ensure the success of the Defense Language Program and enhance the security of the nation.

Duty location is in Mountain View, CA on the Moffett Field/Ames NASA Federal

You will serve as a contract specialist team lead and is responsible for planning and coordinating assigned individual procurement projects and in leading team efforts to successfully procure highly specialized and complicated supplies, services or construction. Responsible for all aspects of the contracting transactions from initiation of pre-award activities, award through post award administration and contract closeout. Train and instruct others in the acquisition/contracting processes in accordance with regulation and policies; review work of team and make award decisions to ensure compliance; manage, account for, and oversee work of team members to ensure timely execution.

A bachelor’s degree from an accredited institution authorized to grant baccalaureate degrees.


At least 24 semester hours in any combination of the following fields:  accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.  (This requirement can be obtained within the degree or in addition to the degree)

NOTE:  Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement.  Current military members who occupied a similar occupational specialty to the GS-1102 on or before September 30, 2000 are also exempt from meeting this requirement.



Specialized Experience: To Qualify applicants must possess one year of specialized experience equivalent to the next lower grade/level (GS-11).  Specialized experience is defined as experience with developing procurement plans by determining contract type based on complexity; coordinates the team of technical personnel to determine technial proposals; obtain required pre-award surveys, audits, and filed pricing reports to contractor to develop negotiation strategy; negotiates prices and executes supplemental agreements for systems, and items and components; assigns acquisition requirements to team members based on difficutly and complexity of procurement action.



Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must meet the Time in Grade Restriction.

Time in Grade Restriction: Must have 52 weeks of Federal service at the GS-11 grade (or equivalent).

Conditions of Employment:

This position requires meeting the Defense Acquisition Workforce Act (DAWIA). Must be DAWIA Level II certified or able to attain DAWIA Level II Certification within 24 months.

This position requires the incumbent be able to obtain and maintain a Secret Security Clearance.
