Advise supervisor and staff on ECL’s human resource program. Manage the ECL’s Senior Environmental Enrollee (SEE) program. Plan and carry out analytical projects related to personnel issues (e.g. Fair Act Inventory, Competitive sourcing, PARS), including evaluation of headquarter and regional strategies, regulations, policies, required resources, time schedules, evaluation of progress, defining impact on current or proposed programs and operations. Develop and implement ECL’s operating budget and Extramural budgets. Provides staff with guidance and direction on contracting and procurement expenditures. Responsible for the ECL Purchase Card program.

You do not need a degree to qualify for this position.
We are looking for at least one year of specialized experience related to this position as described below:
To qualify for the GS-11 level, you need to have at least one year of full time experience defined as coordinating administrative and personnel support functions; interpreting and implementing agency policies, regulations, and procedures; OR Ph.D. or equivalent doctoral degree; OR 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., in any academic discipline.
To qualify for the GS-12 level, you need to have at least one year of full-time experience defined as tracking, coordinating, and reporting on use and management of agency human, financial, material and information resources; analyzing exisitng procedures to identify and recommend more efficient and effective methods; and analyzing, evaluating, and communicating data and information involving administration management of an organization.
Your answers to the on-line assessment will be used to evaluate your competencies in the following areas: evaluating the effectiveness of administrative procedures and the consistency of their contributions to the accomplishment of organizational and program goals and objectives; knowledge of Human Resource policies and regulations; knowledge of financial systems and travel systems; and the ability to maintain a database and prepare reports, correspondence, and spreadsheets.
This position is designated as Low Risk and requires a background investigation. Unless an appropriate backgound investigation is already o n record with the Office of Personnel Management, you must undergo a background investigation.
You must meet time-in-grade requirements no later than 30 calendar days after the closing date of this announcement.
