The Transportation Industry Analyst position is located in the Office of Public Assistance, Governmental Affairs, and Compliance (OPAGAC), Section of Public Assistance and Compliance.  The purpose of this position is to provide expert advice on the creation, publishing and critical revision of transportation tariffs under the authority of the STB.  Professional tariff knowledge and experience is needed in (1) non -contiguous marine carrier tariff filings (2) motor carrier tariffs, (3) household goods carrier tariffs, (3) US railroad tariffs and (4) railroad transportation contract summaries that are submitted to the STB.   In addition, the incumbent will respond to public requests for assistance with tariff disputes between regulated carriers and their shippers, and monitor interstate rail service. An important part of the assignment requires previous experience in the critical review of tariff construction, along with processing and administration of all tariffs filed with the Board.  The incumbent must also have a background in and understanding of STB regulations pertaining to these tariffs and be able to explain these regulations to the public.

The person hired for this position is expected to provide expert professional advice and critical review of tariffs and contract summaries filed with the STB. He/she will be responsible for a wide range of analytical and technical duties to include critical review of filed tariffs/documents, along with responsibility for the correct processing and administration of tariffs and other pricing documents submitted by regulated carriers. This person will work closely with a team of employees engaged in the analysis of nationwide rail, non-contiguous water carrier, and household goods carrier operations and practices.  They will also be responsible for conducting analysis on the causes of persistent service problems and helping to formulate recommendations to the OPAGAC Director and senior staff for ways to resolve those problems.

Specialized Experience:

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level in the Federal service.  This experience must have equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Examples of qualifying experience include: professional experience in the design, creation, arrangement and correction of carrier transportation tariffs and contracts, particularly applying and interpreting marine and/or household goods (HHG)  carrier rate tariffs, railroad tariffs or contracts, as well as other carrier pricing documents, carrier policies and procedures. Experience would also include writing, critiquing and revising transporation tariffs by utilizing knowledge of STB regulations in reference to water carrer tariffs, HHG carrier tariffs, railroad tariffs, and railroad contract summaries.
