This position is located in the Department of Health and Human Services (DHHS), Centers for Disease Control and Prevention (CDC), National Center for HIV/AIDS, Viral Hepatitis, STD and TB Prevention (NCHHSTP), Office of the Director, Health Communication Science Office, Atlanta, Georgia.

Plans, applies, and evaluates various communication science and marketing techniques to achieve optimal program results and promote positive health outcomes. Develops, implements, and manages national communication and marketing programs, projects and initiatives for various audiences, including demonstration projects. Ensures that health communication activities are based on accepted theory, principles, methods, and practices. Develops and manages contracts and task orders and the required documentation that supports the health communication program and projects. Guides the development, testing, and disseminating scientific information and audience-based products, tools, and messages (i.e., via written, electronic, and audiovisual formats).  Ensures products are targeted or tailored for diverse audiences (for example, messages and materials address cultural and socioeconomic challenges to effective communication and consider the diverse interests, needs, concerns, and priorities of population segments). Uses electronic health communication and marketing channels to increase the impact of science-based health information and interventions. Research includes formative, process, and impact evaluation and qualitative and quantitative methods.   Provides advice, technical assistance and leadership in planning and developing communication and marketing priorities, campaigns, strategies, and practices for effective communication and marketing directed toward professional and lay audiences, including under served populations and populations at risk.

Applicants must have one year of specialized experience equivalent to the GS-12 grade level in the Federal service.

Specialized experience is that which is directly related to the position and which has equipped the applicant with the particular knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position, to include experience  leading, developing, implementing, and conducting usability and user experience evaluation projects for digital media channels, such as Web and social media.  Must have experience monitoring digital media channels utilizing analytics tools for metrics reporting with an emphasis on improving the design and delivery of messages per communication objectives and strategies and experience designing, implementing, and evaluating innovative mobile, Web-based, and social media technologies.

 Examples of such experience include design evaluation strategies using commercial Web metrics tools, using syndicated research on emerging technologies to identify opportunities, providing written consultation on national-level strategic digital media strategies and activities.

4.  Knowledge of program and project management to oversee resources for the development, implementation, and evaluation of health communication and marketing activities and materials.

5.  Skill in oral communications.

6.  Skill in written communications.
