This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-12. At the GS-9 and GS-11 grade level, the incumbent performs assignments of a more limited scope and with less independence. The incumbent will progressively acquire the background necessary to perform at the full performance level of GS-12.  Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.  Promotion is not guaranteed and no promise of promotion is implied.

 

 

DUTY LOCATION:  VA Medical Center, Birmingham, AL.

 

The HR Specialist for Information Systems/Automation supports Human Resources Management Service with all automation/Human Resources Information Technology needs and services. The position supports initiatives including but not limited to: e-OPF, WebHR, USA Staffing, etc. The HR Specialist will oversee the Human Resources Information Technology Service Program in assisting and making recommendations to management on changes necessary to modify HR transaction processing; review the effect of recommended modifications on other portions of the HR Information systems and on requirements for external reporting requirements for the local databases. The incumbent will fully support HRMS automation needs as they relate to systems processes,functions,capabilities, and the infrastructure supporting the HR information systems and information technology concepts, practices, and procedures. The incumbent will be responsible for supporting HR Information Technology needs such as working with the VISN webmaster to create, establish, and modify web sites on the intranet, developing and maintaining SharePoint databases for the various sections of HRMS, troubleshooting less complex problems associated with software and hardware applications and any other information technology needs and services for consolidation and integration. The incumbent will create canned-reports capabilities for users within the service to extract data for evaluations and use. The incumbent will also work with services within the Birmingham VA Medical Center to track and trend needs regarding recruitment activities, awards processes, turnover rates, staffing projections, etc in order to serve the growing needs of the Birmingham VA Medical Center Services as they continue to plan for their personnel needs within their areas of responsibility.  The incumbent prepares and presents reports and represents the organization in interactions with other organizations and provides technical leadership on group projects. The selectee must possess knowledge of, and skill in applying a wide range of methods, principles, and practices in the HR field, including business process knowledge of staffing, recruitment, benefits, position classification, position management, employee relations, and/or human resources development; establishes HR data standards; data contained in HR information systems and established information technology principles sufficient to translate HR business processes; maintain and enhance data needs of the serviced population; design, integrate, retrieve, and provide HR reports to the serviced populations.  The incumbent develops and/or modifies database management systems and quality assurance principles and practices; evaluates methods to process transactions and record updates to portion of the databases that are part of the HR information system sufficient to maintain data quality for the HR database; and/or maintain a portion of a large database or module supporting a business process.  The selectee reviews and analyzes documents or information from other subject-matter areas interfacing with assigned area to determine impact of processes developed or being considered, make recommendations during planning stages regarding the feasibility of concepts, systems, economy, utilization of output, and other considerations, assesses through review of regulatory guidance, internal documentation, and test results that functional interface is accomplished.  The incumbent oversees the acquisition of automation equipment for HRMS.  The incumbent utilizes information systems to support reporting and tracking requirements. And coordinates efforts with other staff on current E-Initiatives (eOPF, WebHR, USA Staffing) as well as SharePoint databases. Works with staff on developing systems to support ongoing activities that are critical to track, including use of e-systems, systems design, workforce planning, etc.  Determines ways to automate our systems in a manner to streamline activities, and to remove bottlenecks in the processes, as well as work within shorter timelines. Although HR Specialists use computers to perform basic work processes, knowledge of the rules and processes in an HR office or pertaining to HR procedures remains the paramount subject matter knowledge required to perform the work this job family standard covers.  Although computers are used to facilitate work within this occupation, the use of automation does not change the primary purpose of the work in the HR occupation. 

 

The incumbent performs recruitment and placement duties which include carrying out special activities and providing interpretation and assistance to the organization(s) that typically generates difficult problems due to the complex structure or instability caused by rapid changes to the mission or technological changes, implements special recruitment programs to attract well-qualified candidates for positions where applicants are in short supply, coordinates and/or participates in special events such as college recruitment and job fairs to solicit applications for recruitment to fill hard-to-fill positions caused by labor market shortages, unique qualifications or other highly technical job requirements, researches and coordinates special recruitment alternatives to attract highly qualified applications for professional jobs including scientists, engineers, medical, legal and other high level managerial positions.  The incumbent provides managers and employees with information and interpretations of the organization’s HR policies, procedures and guidelines, when the issues addressed require substantial interpretation, there is potential for controversy or the issue involves more than one area of HR policy, reviews recruitment and placement actions and provides advise on difficult issues, issues guidance to clarify conflicting guidance or alleviate other potential or existing problems.  The incumbent establishes and maintains a cooperative working relationship with managers, provides recommendations that meet immediate as well as long-term needs, performs thorough analysis of operating procedures and mission requirements to accurately identify problems and to develop feasible and long term solutions, etc.

Provides technical or administrative support in one or more human resources program including but not limited to recruitment and placement.  Provides technical advice and on-site assistance to personnel and applicants in the resolution of difficult staffing problems for all levels and complexities of organizations; knowledge of recruitment and placement principles and concepts, experience recruiting for hard to fill clinical specialist positions; broad personnel management knowledge to identify, analyze, and resolve problems which require the interpretation and adaptation of guides. Compiles statistical reports and other pertinent reports to provide direction for recruitment actions and activities, etc.

A master's or equivalent graduate degree or successful completion of two (2) years of progressively higher-level graduate education leading to such a degree or a LL.B. or J.D. (Unofficial Transcripts Required)

GS-11
