GENERAL AND SPECIALIZED EXPERIENCE REQUIREMENTS:
GS-03: Six (6) months of general experience and three (3) months of specialized experience for a total of one year of experience. General experience is experience in administrative, professional, technical, investigative, or other responsible work that provided a familiarity with natural or cultural history; fish or wildlife habitat characteristics; techniques of resource protection and use; recreational use of public lands and facilities; or the practice of interpersonal relations skills in dealing with the general public. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Specialized experience is as a Park Guide or tour leader; work in a park, recreation, or conservation area; fish and wildlife management work in a park, recreation, or conservation area; management, assistant, or program specialist work involving the development and implementation of policy related to protection, conservation, or management of park areas or other similar work.

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:
GS-03: Successful completion of one full year of study above high school in an accredited college or university which included 6 semester hours of course work related to the position being filled.
GS-04: Successful completion of two full years of study above high school in an accredited college or university which included 12 semester hours of course work related to the position being filled.

Equivalent combinations of education and experience are qualifying for both the GS-03 and GS-04 grade levels, which when combined meets 100% of the qualification requirements.
If substituting education for the Specialized Experience requirement, you MUST submit school transcripts. Official or unofficial (photocopied) transcripts will be accepted. Official transcripts will be required if you are selected to fill the position. Failure to submit this documentation by the closing date of the announcement will results in disqualification from further consideration.
Foreign Education: Education completed outside the United States must have been evaluated by a private U.S. organization that specializes in interpretation of foreign educational credentials, commonly called a credential evaluation service or education that is recognized by the Secretary of Education from an accredited body. You must submit the credential evaluation with your application to have your education considered.
Qualification requirements must be met by the closing date of this announcement.
HOW YOU WILL BE EVALUATED:
In addition to the Specialized Experience requirement and any Basic Education requirement, the following competencies (knowledge, skills, abilities, and other characteristics) have been identified as required to satisfactorily perform the work of this position:
- Ability to communicate orally to diverse groups and in a variety of settings
- Ability to communicate effectively and provide excellent customer service
- Skill in daily operation of a busy visitor center/information desk, sales outlet, bookstore, or similar facility to include providing frontline information and support services
- Ability to deliver historical information through prescribed talks/demonstrations and provide guide services to various audiences
Applications are evaluated and rated under Category Rating and Selection procedures. Category rating combines the applicant's total experience and/or education/training into a single category. Your application will initially be rated against the criteria outlined in this announcement. Qualifying applications will then be placed into one of the following categories:
1. Best Qualified
2. Well Qualified
3. Better Qualified
Applications in the Best Qualified category will be reviewed to ensure that the job requirements, including Specialized Experience, any Basic Education, Selective Factors, and eligibility requirements are met and supported/verified by the resume and other documents submitted. This will include a review of your resume and supporting documentation as compared to your responses to the occupational questionnaire. If, after reviewing your resume and supporting documentation, a determination is made that you have inflated your qualifications and/or experience, your category placement may be adjusted to more accurately reflect your abilities.
Credit will be given for all appropriate qualifying experience regardless of whether compensation was received or whether the experience was gained in a part-time or full-time occupation. Full-time work is generally considered to be 35 to 40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in qualifying activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours per week spent in such employment.
Applicant referral may be conducted utilizing a Two-Phase process. If the Two-Phase process is used, Phase 1 will consist of a review against the criteria described in this announcement to determine a pool of applicants for the Best Qualified category, who in turn will be further evaluated in Phase 2. In Phase 2, those applicants will be notified via email to provide a written narrative explanation to further detail their qualifications and experience as it relates to the requirements and criteria described in this announcement. Information, including deadlines for submission of narratives will be provided in the email. Phase 2 applicants will then be further evaluated to determine final placement into categories for referral.
