The position is located at the Atlantic Oceanographic and Meteorological Laboratory (AOML) which is one of the Oceanic and Atmospheric Research (OAR) Facilities of the National Oceanic and Atmospheric Administration (NOAA).  NOAA/AOML is a part of the US Department of Commerce (DOC) and is located in Miami, Florida.  AOML's mission is to conduct basic and applied research in oceanography, tropical meteorology, atmospheric and oceanic chemistry, and acoustics.  The research seeks to understand the physical characteristics and processes of the ocean and the atmosphere, both separately and as a coupled system.

This position will be filled under the DOC Alternative Personnel System (CAPS).  This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band. The ZA-2 is equivalent to the GS-9. 

This position is also being advertised as a Management Support Specialist, ZA-301-2 under announcement number OAR-AOML-2013-0002 (status candidates). You must apply separately under each announcement to be considered for each announcement.

Payment of relocation expenses is NOT authorized.

A one-year probationary period may be required.

This is a bargaining unit position.

The individual selected for this position will serve all aspects of procurement:

  • Perform or advise on work in contract administration and finance.
  • Work with both the finance and procurement office on a daily basis to process all purchase requests and all invoice payments for the field research facility.
  • Work closely with Science and Operational Divisions to ensure all purchasing is handled in a timely manner following all rules and regulations of DOC, NOAA, and Federal Acquisition Regulation (FAR).
  • Perform routine administration duties such as personal property accountability.

This position does not have an education requirement.

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level (GS-7) in the Federal service.  Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Specialized experience at this level includes: Experience drafting a statement of work for varying contracts such as: contracts for service, supply and equipment, scope of work to be performed and/or the deliverables that a contractor is responsible for producing.  Experience analyzing cost comparisons and estimates (direct and indirect) used to determine the cost to organizations for acquiring a service by contract versus providing the service with in-house resources.  

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE - For the ZA-2 level:  Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related

HOW YOU WILL BE EVALUATED:

We will review your resume, optional cover letter and supporting documentation to determine if you meet the minimum qualifications for the position.  If you meet the minimum qualifications stated in the vacancy announcement, we will compare your resume, optional cover letter and supporting documentation to your responses on the scored occupational questionnaire (True/False, Yes/ No, Multiple Choice questions) and place you in one of three pre-defined categories.  These categories are "gold," "silver," and "bronze."  However, your resume and/or optional cover letter must support your responses to the self-assessment questions, or your score may be lowered. Candidates placed in the "gold" category will be identified for referral to the hiring manager and may be invited for an interview.

  • Knowledge of grants process and grants-on-line.
  • Ability to prepare and coordinate all purchase actions for laboratory, actions up t $25,000.
  • Ability to work with a wide variety of contracting methods and contract types sufficient to perform pre-award, post-award, and contract price/cost analysis functions.
  • Ability to compile and evaluate price and cost data for a variety of pre-award and post award procurement activities.
  • Ability to keep accurate accounting in all systems.
  • Ability to review and resolve all financial variance issues in the various accounting systems.
  • Ability to understand the impact of regulations, directives, and missions on programs and administrative operations.
  • Ability to carry out routine administrative assignments under supervisory instruction.
