This position is located in Facilities Engineering Service, St. Louis VA Health Care System, St. Louis, MO. The duties include, but are not limited to;

  • Maintaining, installing, and repairing a wide variety of types and sizes of air-conditioning and refrigeration equipment from less than 1/8 H.P. to 200 tons or more.
  • Tests, repairs, makes diagnosis, calibrates and replaces solid state/pneumatic thermostats, enthalpy controllers, dual input receiver controllers, economizers, chilled water valves, dampers, motors, and a wide variety of associated HVAC-R hardware from many manufacturers.
  • Cuts, fits, threads, flares, and sweats and brazes metals/joints together.
  • Performs required repairs and maintenance on equipment using steam, domestic water, chilled water and compressed air.
  • Participates in construction project reviews.
  • Identifies HVAC-R design deficiencies, and makes recommendations to correct any problems.
  • Participates in the maintenance and repair emergency call back program (various hours, including weekends and holidays, when equipment failure/emergency conditions arise that require immediate attention.

Work Schedule: Rotating tours including weekends

Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C (www.opm.gov/qualifications/x-118c).  For this position, the job element method is used to match what you, the applicant, can do against what the work calls for. Your knowledge, skills and abilities will be compared to the knowledge, skills and abilities (called job elements) needed for success. Your qualifications will first be evaluated against the prescribed screen out element (WG-2 and higher only; screen-outs are not applicable to WG-1).  Applicants who appear to meet the screen out element are considered for further rating; those who do not are rated ineligible and are eliminated from consideration. The potential eligibles are rated against the remainder of the job elements.   While a specific length of training and experience is not required, your responses to the questionnaire must be supported by detailed descriptions of your experience on your resume.

You will be rated on the following Job Elements as part of the assessment questionnaire for this position:

  • Ability to do the work of the position without more than normal supervision (Screen Out Element)
  • Knowledge of air conditioning systems and refrigeration equipment.
  • Ability to inspect.
  • Ability to interpret instructions, specifications (blueprints), and use and maintain tools and equipment.
  • Knowledge of equipment assembly, installation, and repair.
  • Knowledge of technical practices (theoretical, precise, artistic) and ability to troubleshoot.

Physical effort and work conditions: Tasks performed involve sustained physical efforts, such as heavy lifting, stooping, squatting, bending,a nd kneeling. Considerable manual manipulations are required and physical strain is encountered in performing tedious maintenance and repairs in hard-to-get-to locations. May be exposed to toxic fumes, refrigerant gases, gases, and airborne particles such as asbestos fibers and dust in the performance of duties. Exposure may adversely affect pulmonary function. Wearing protective respirator is mandatory when working in areas where toxic exposure is a possibility. Occupational Safety and Health Administration (OSHA) regulations and National Institute for Occupational Safety and Health (NIOSH) requirements mandate that employees required to use negative pressure respirators not wear beards. New employees will be screened through a pre-employment physical and will be required to pass a baseline pulmonary function test prior to using a respirator. (The only exception to this will be existing shop employees that have or develop a documented medical condition that will prevent their participation in the program).

HOW YOU WILL BE EVALUATED:

Applicants will be ranked based on three quality groups, as follows:

  • Best Qualified - applicants possessing knowledge, skills and abilities that substantially exceed the minimum qualifications of the position and who are highly proficient in all requirements of the job and can perform effectively in the position;
  • Well Qualified - applicants possessing knowledge, skills and abilities that exceed the minimum qualification of the position and who are proficient in most of the requirements of the job;
  • Qualified - applicants possessing knowledge, skills and abilities that meet the minimum qualifications of the position.
