JOB SUMMARY:

 

The incumbent serves as a Senior Financial Management Specialist in Acquisition & Administrative Support/Resource Management. This position is responsible for providing a variety of financial functions that supports the Office of Personnel Management's (OPM's) nationwide investigation program.

  • Serve as a primary POC in resolving all payment issues between OPM, FIS, and OPM vendors.
  • Responsible for mentoring and training other Financial Management Specialists on CBIS, PRISM, and resolving invoicing issues.
  • Analyze, research, and assist in developing financial requirements for FIS Boyers or FIS Field requirements.
  • Serve as a focal point for the financial functions related to management of FIS requirements for FIS Boyers and FIS Field Offices.
  • Estimate costs for supplies and services for FIS Boyers and FIS Field Offices.
  • Use AcqTrack and CBIS to resolve payment issues in accordance with established FIS budgets ultimately saving FIS dollars as a result of compliance with the Prompt Pay Act.
  • Reconcile financial data and other accounting systems financial documents to ensure they are in balance.
  • Assist in the development of plans, policies, procedures and instructions in processing Purchase Requests, Inter-Agency Agreements, and Support Agreements.

For the GS-12: You must have at least one year of experience equivalent to the GS-11 level in the Federal service which involved applying knowledge of applicable laws, rules, regulations, policies, and program plans to monitor financial and other related fiscal operations to evaluate effectiveness of financial systems, prepare recommendations for revisions to established procedures and processes, and to advise management officials and subject matter specialists on general financial management issues as well as experience presenting financial management information and justifying recommendations for changes that affect financial management operations.
