This position is located in the Consumer Financial Protection Bureau (CFPB), Chief Operating Officer, Chief Administrative Officer.  As a FOIA and transparency technical and program analyst assigned to the less complex case work, policy development and program assessments, you would perform FOIA and transparency duties and assignments designed to integrate FOIA laws and program requirements into all aspects of CFPB operations. You would also maintain knowledge of records management and support the bureau’s records management initiatives as well as cross-functional activities.

  • Appointments under this authority will be made in the excepted service and do not convey competitive status.

    The following are the duties at the 52 level. (Equivalent to the GS-12).  You will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. 

    The major duties of this position include:

  • Receives, tracks, and responds to Freedom of Information Act (FOIA) requests.  Conducts effective records searches, applies the appropriate FOIA exemptions, and ensures that requests are completed within established timeframes. Recommends the information that should be released, applying established standards and past precedents.  Coordinates record searches with CFPB staff, requests with other agencies and clearance of responsive records through the Office of General Counsel as well as with other staff elements.  Develops FOIA responses for precedent issues or requests, and recommends discretionary releases and information for proactive posting to the CFPB web site or other applicable venue.
  • Conducts technical review of complex cases involving the interpretation of directives or past precedents.  Responds to FOIA requests through reviews and clearance of information.  Receives, documents, tracks, investigates, and responds to customer complaints.  Makes recommendations as to what information should be released.  Coordinates requests with CFPB staff, other agencies, and other requesters such as submitters of records and legal counsel.  Develops FOIA statements for unprecedented issues or cases outlining specific requirements for difficult cases requiring application of new or unprecedented approaches that may have significant policy and legal implications.
  • Reviews policy guidelines, standard operating procedures, inspection reports, risk-assessments, and significant cases to identify systemic trends indicating the need to update CFPB FOIA policy, procedures, or training.  Drafts recommendations for the adoption and application of new methods, approaches, and assessment criteria to ensure program or project requirements are aligned with strategic objectives.
  • Recommends the development of new metrics in response to new program initiatives to assess the efficiency and integrity of CFPB FOIA programs and their execution.  Recommendations may include proposals for new approaches for monitoring, managing, or evaluating execution of programs.
  • Prepares and delivers briefings to CFPB leadership, managers, the public or others on program operations or project status.

    Specialized Experience for the CN-40 level:

    To qualify at the CN-40 level, you must have the following:  One year of specialized experience at or equivalent to the CN-30 level in the Federal service (the CN-30 level is equivalent to the GS-7 level).

    Specialized experience is defined as experience which provided basic knowledge of (1) Freedom of Information Act laws, regulations and programs, and/or (2) records and information management concepts and practices   Experience should reflect the ability to analyze and evaluate operational processes, and strong interpersonal skills

    OR

    Master’s or equivalent graduate degree or two full academic years of progressively higher-level graduate education leading to such degree from an accredited college or university.  Qualifying graduate education must be in a field of study directly related to the duties of this position and must demonstrate possession of the knowledge, skills and abilities required above.

    The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

    Category rating procedures will be used to rank and refer eligibles. Based on your responses to the online questionnaire, you will be assigned a score. Your score will determine in which of the three categories you will be placed: Categories A, B, or C. Under this process, veterans will be assigned to the appropriate category (without additional preference points) and then placed at the top of their category.
