The Deputy Chief Information Officer (DCIO) for Service Delivery and Engineering (SDE) is a full time position that reports to the Principal Deputy Assistant Secretary.  This position is located in Washington, DC.  The DCIO, SDE provides management and leadership for Information Technology (IT) service delivery across the Department. The DCIO for SDE accomplishes directing the organization of approximately 5,700 staff through three Senior Executive Service and three General Schedule (GS) 15 direct reports. 


VA structures its SES positions into pay bands. This is a pay band 2 position and the salary range is $119,554 - $173,600. Exceptions to the salary cap may be considered in certain circumstances.


A recruitment/relocation incentive and/or Guaranteed Home Buyout may be authorized.

The DCIO for SDE provides management and leadership for Information Technology (IT) service delivery resources across the Department.  The DCIO leads the development and implementation of a comprehensive, cohesive and robust, business-driven approach to IT service delivery by establishing and deploying operational criteria, methodologies, and business process that ensure continuity of operations throughout the Veterans Affairs (VA) IT community.  The responsibilities include, but are not limited to:

·         Establishes, deploys and manages the VA's IT service delivery function using a consensus approach.

·         Advises and assists the Principal Deputy Assistant Secretary for Information Technology (PDAS/IT) on Department-wide IT operations, including policy and budget formulation, planning, acquisition, execution and oversight, internal and external coordination, development and analysis of Department-level program data and assessment of Department IT operational requirements.

·         Develops IT strategic planning activities related to service delivery, establishing performance goals and criteria, developing, managing and executing the IT budget for the service delivery domain. 

·         Oversees the deployment of a comprehensive IT acquisition program and promotes the advancement, modernization and promulgation of IT across the Department.

·         Establishes and implements Department service delivery policies, principles, standards and guidelines ensuring they are implemented appropriately throughout the Department.

B.  Technical Qualifications


1. Knowledge of and direct experience managing IT operations for a large, complex, dispersed organization.


2. Demonstrated experience in managing a nationwide IT network and data center services to include providing support for health care delivery organizations and/or benefits delivery organizations (e.g. Banking/Insurance).
