JOB SUMMARY:

Fort Detrick is located within the boundaries of the city of Frederick, Maryland, which offers modern housing, schools, recreation areas, excellent utilities, and access to major metropolitan areas.   Fort Detrick is situated between Baltimore, Maryland and Washington D.C.; Frederick county Maryland adjoins Virginia, West Virginia and Pennsylvania.

The Telemedicine & Advanced Technology Research Center (TATRC) performs medical reconnaissance and special operations to address critical gaps that are underrepresented in DoD medical research programs. TATRC is an office of the headquarters of the US Army Medical Research and Materiel Command (USAMRMC). TATRC fosters research on health informatics, telemedicine/m-Health, medical training systems, and computational biology, and promotes and manages science and engineering in other key portfolios. Through an extensive network of partners, TATRC is focused at both ends of the research spectrum, exploring models of high risk and innovative research, and putting research findings into the hands of warfighters while looking toward wider civilian utility. This position is part of USAMRMC Personnel Demonstration Project (PDP).  This is a contingent (TERM) appointment, NTE 2 years.  Individuals selected for this term position may be eligible for conversion to career-conditional appointment at a later date. To be converted, the employee must (1) have been selected for the contingent position under competitive procedures, (2) must have served   2 years of substantially continuous service in the contingent appointment, (3) be selected under merit promotion procedures for the permanent position, and (4) have a current rating of "B" or better.

USA Medical Research & Material Command (MRMC) is participating in an alternative personnel system known as the Personnel Demonstration Project (PDP).   The DB-04 payband is equivalent to the GS-15 step 1 to GS-15 step 10 level.   In keeping with the Demonstration pay fixing policy; employees earning a salary that falls within this payband equivalent, will not receive an immediate pay increase (promotion) if appointed to this position.   Future pay increases within the payband will be accomplished through the pay for performance management system.

  • Serve as Deputy Director of the Biotechnology High Performance Computing Software Applications Institute (BHSAI)
  • Write research results and submit manuscripts to peer-reviewed journals and conference publications
  • Serve as spokesperson for the agency regarding biotechnology scientific projects and programs and high performance computing software applications
  • Supervise and lead subordinate employees
  • Serve as the Contracting/Grants Officer Representative for research initiatives across a wide range of scientific domains
  • Manage the day-to-day operation of the BHSAI providing scientific leadership and guidance to more than 35 scientists performing research in the areas of bioinformatics, biochemistry, biotechnology, high performance computing, computational chemistry and biology, molecular and cellular biology biomedical engineering, and systems biology
  • Conceive and write proposals to multiple sponsors across the DoD and other government agencies
  • Serve as principal investigator to execute research in computational drug design, vaccine development, and systems biology

Specialized Experience:   To qualify applicants must possess one year of specialized experience equivalent to the next lower grade/level (GS-14) in the Federal Service.   Specialized experience is defined as: (1) Experience writing publications for peer-reviewed journals; (2) Experience in research administration involving contract/grant management; and (3) Experience providing guidance on biotechnology high performance computing software applications.

AND

Basic Requirements: Degree: physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics.

OR

Combination of education and experience -- course work equivalent to a major as shown in A above, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education.
