As a Human Resources Assistant in the Information Systems specialty area, you will serve as an expert in processing personnel actions, which involves entering, maintaining, updating and extracting data from human resources (HR) information systems; processing a variety of unique HR actions involving special appointment programs, e.g. those for consultants, various student employment programs, and excepted service appointments unique to the agency. This includes:

  • Completing the electronic personnel action request forms, selecting and entering the appropriate codes and remarks, key-stroking the approved actions into the personnel/payroll database;
  • Resolving error reports; and ensuring the accuracy of data transmitted;
  • Using online HR resources to obtain information accessible over the Internet;
  • Responding to inquiries on pending and completed personnel actions by tracing their history and applying pertinent technical references, conditions, or precedents;
  • Assisting HR and other specialists by performing detailed review of records and other documentation in preparation for further analysis and processing; and
  • Assisting employees in preparing and submitting a variety of HR forms, explaining the forms and associated benefits surrounding Federal employment.

You qualify for the GS-05 level if you possess one of the following:

  • One year of specialized experience equivalent to the GS-04 level reviewing human resources (HR) documents for completeness and ensuring the presence of signatures, dates and attachments; providing general information concerning employee benefits processes and procedures; referring inquiries about specific employee benefits issues or actions to the appropriate specialist; and obtaining HR information and maintaining HR files and listings; OR
  • Successful completion of a full 4-year course of undergraduate study in any field leading to a bachelor's degree, in an accredited college or university; OR
  • A combination of successfully completed undergraduate level education and specialized experience, the total of which equals at least one year. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One year of full-time undergraduate study is defined as 30 semester hours or 45-quarter hour.

TYPING PROFICIENCY REQUIREMENT: In addition to the above minimum qualification requirements, applicants must be able to type at least 40 words per minute based on a 5 minutes sample, with three or fewer errors. You may self-certify your proficiency in the Occupational Questionnaire.

Probationary Period: This is a full-time permanent position (Career/Career-Conditional appointment). Upon appointment to this position, you may be required to serve a one-year probationary period.

  3. Qualified:  Applicants possessing the basic qualifications, with general knowledge, skills, and abilities.
