The Ex-Im Bank is the official export credit agency of the United States. This position is located in the Office of Human Resources in the Resource Management Group (RMG) of the Export-Import Bank of the U.S. Duties include, but are not limited to:

  • recruiting and staffing positions in the General Schedule, Executive, and Senior Levels;
  • recruitment and staffing assignments encompassing both competitive and excepted service positions, and career and non-career executive positions;
  • advising management at all levels about available recruitment alternatives, such as Schedule A, reassignments, reinstatements, etc.
  • developing vacancy announcement posting, including: developing job analysis instruments to collect job, organizational, and occupational information, conducting a job analysis, and developing vacancy questions and a rating schedule/crediting plan;
  • evaluating qualifications of candidates, adjudicating veterans preference, and referring best qualified applicants to the selecting official;
  • providing guidance to employees and managers on application procedures for competitive positions and responding to questions on recruitment and staffing processes;
  • classifying new positions and ensuring that existing positions are classified appropriately in accordance with the standards published by the Office of Personnel Management (OPM). Ensuring that the grade structures for similar positions throughout the agency are consistent;
  • providing advice and guidance to managers on alternative or more efficient ways to develop organizational structures; realigning positions within changing organizational structures;
  • reviewing new and existing HR programs and policies to ensure compliance with current Federal regulations, laws, and guidelines, and;
  • performing other duties as assigned.

SPECIALIZED EXPERIENCE


GS-11: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-09 level in the Federal Government. Specialized experience includes: providing technical assistance and advisory services to managers on various staffing and classification topics, including providing alternative solutions to organizational issues and handling conflicts; and conducting a job analysis, identifying assessment tool(s) to be used in evaluating applicants, establishing a crediting plan, preparing the vacancy announcement(s) or posting(s), evaluating applicant qualifications, and issuing a certificate or list of best-qualified applicants.

 

OR

If you are substituting education for experience to qualify for at this level, you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.


OR

If you are combining both education and experience to qualify for this level, equivalent combinations of education and experience are qualifying for this grade level.


GS-12: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-11 level in the Federal Government. Specialized experience must include: providing technical assistance and advisory services to managers on various staffing and classification topics, including providing alternative solutions to organizational issues and handling conflicts; and conducting a job analysis, identifying assessment tool(s) to be used in evaluating applicants, establishing a crediting plan or similar, preparing the vacancy announcement(s) or posting(s), evaluating applicant qualifications, issuing a list or certificate of best-qualified applicants, ensuring that a selection meets all recruitment and placement regulations and policies, applying and setting pay, and making a formal job offer.

 

Education cannot be substituted for experience at the GS-12 grade level.

Using the Category Rating system, applicants will be evaluated on their resume as it relates to the position along with the Specialized Experience required. The competencies required should be reflected and demonstrated by the extent and quality of your experience, education and training in your resume. Well Qualified applicants demonstrate an excellent proficiency in the needed competencies based on review of the application by a Subject Matter Expert(s) and/or evaluator(s). (This category must be met to be considered under ICTAP procedures)
Qualified applicants demonstrate and meet the basic qualifications based on review of the application by a Subject Matter Expert(s) and/or evaluator(s).
