This position is located in the International Broadcasting Bureau (IBB), CIO Office of the Office of Technology, Services and Innovation (T), Project Management Division (P). The PMD is responsible for key roles in a wide variety of project management activities and efforts involving close collaboration with colleagues within the Information Technology Directorate, the Engineering and Transmissions Directorate, and other Agency elements involved with Agency projects.

The Broadcasting Board of Governors (BBG), an independent federal agency, is an exciting, multicultural organization that encompasses all U.S. civilian international broadcasting. The BBG is comprised of the Voice of America, which delivers high quality, multimedia programming in 44 languages to audiences worldwide; the Office of Cuba Broadcasting (Radio and TV Marti); the International Broadcasting Bureau, which provides transmission, administrative, and other support service; and three grantee organizations - Radio Free Europe/Radio Liberty; the Middle East Broadcasting Networks (Alhurra TV and Radio Sawa), and Radio Free Asia. Duties include but are not limited to the following:
-- Coordinates and manages activities of project teams to achieve project goals. Develops, modifies, or provides input to project plans and manages, leads, or administers project resources
-- Identifies and analyzes clients' information system requirements. Acts as the point of contact for client elements, defining project objectives appropriate to the particular target audience and technical environment and obtaining and evaluating project functional requirements
-- Determines which resources, either in-house or outside, are required to complete projects. If outside resources are required, coordinates research and procurement of suitable service providers
-- Attends professional conferences and meetings to seek out new technologies appropriate to development projects targeted to a range of global audiences

Basic Qualifications: Applicants must have one year of specialized experience equivalent to the at least the GS-13 grade level which is directly related to this line of work.
Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position. Examples are: Commands a comprehensive array of skills regarding the initialization, planning, executing, controlling and closing of projects including: defining project scope, requirements, tasks and deliverables; testing and quality assurance procedures; and standards for configuration and change management; familiar with diverse fields related to project management for a broadcast news organization; such as radio and television production and broadcast systems, and alternate methods of content distribution such as websites; ensures that project goals are met efficiently and effectively; interpersonal, organizational, and administrative skills to work with diverse groups throughout the organization and to manage contracts.
