This is a merit promotion vacancy announcement open to eligible applicants. You are eligible to apply under merit promotion procedures if you meet one of the following criteria and live in the local commuting area:

  • Current Federal employees with career or career-conditional appointments in the competitive service.

  • VEOA eligible, that is, veterans who are preference eligibles or who have been separated under honorable conditions after 3 or more years of continuous active service.  VEOA eligible applicants can live outside of the local commuting area.
  • Individuals eligible under special hiring authorities (e.g., Veterans Recruitment Appointment, Severely Disabled, Peace Corps, or Interchange Agreements with other Merit Systems).

You must submit your SF-50, DD 214, SF-15 (and supporting documentation), or applicable proof of eligibility for a Special Hire Authority in order to be considered under merit promotion procedures.

This position serves as an Administrative Assistant at both Hopewell Furnace National Historical Site and Valley Forge National Historical Park.  You may be required to report to either duty station on a day-by-day basis.  The purpose of this position is to provide a full range of administrative support services.  You will perform administrative, operational, and clerical supportThe work schedule for this position is Monday to Friday 8am to 4:30pm.  We hope to fill this position as soon as possible.  This position is a subject -to- furlough (STF) position with a guaranteed work period of 6 months or 13 two-week pay periods per year. During work periods, the position will be full-time, 40 hours per week. The furlough  period is contingent upon funding and operational needs. For the first service year, the employer is planning a one month furlough in January 2014. The employees of the National Park Service care for special places that are the heritage of all Americans.   Since its inception in 1916, the National Park Service has been dedicated to the preservation and management of this country's outstanding natural, historical, and recreational resources.  National parks are among the most remarkable places in America for recreation, learning, and inspiration.

*Serves as office Receptionist, answers telephones, and greets visitors.

*Prepares a wide variety of correspondence and documents including final drafts of correspondence, reports, permits, travel documents, and other related documents.

*Receives and distributes incoming mail, prepares outgoing mail for delivery.

*Maintains a central filing system.

*Prepares payroll for office employee, serves as timekeeper.

*Oversees office supply functions to including ordering and maintaining supply inventory.

*Makes approved micro-purchases using charge card

*Makes utility payments and other payments

*Prepares travel documents

*Assists with management of property program

*Manages lost and found program

*Makes copies and sends facsimiles as needed.

*Tracks obligations, expenditures, and accounts receivables.  Reconciles incoming invoice payments.

*Responsible for the verification, modification, and deletion of accounting data. 

*Reviews requisitions for completeness and clarity.

*Work includes limited aspects of computer technology functions such as password resets, routine hardware installations, and troubleshooting/resolving commonly occurring problems.  Computer technology duties are performed under the guidance of the information technology specialist.

*Assists other administrative staff as necessary


The work of this position is mostly sedentary, requiring long periods of sitting at a desk or computer in an indoor environment.  From time to time, you may be required to leave the office to perform administrative functions throughout the park.  Some walking, bending, physical light lifting is required.

All qualifications must be met by the closing date of this announcement, Wednesday, January 16, 2013.  Qualifying experience may be obtained in the private or public sectors.  

QUALIFICATIONS:  To be eligible for the GS-05 position you must possess the qualifying specialized experience and/or education as described in the occupational/assessment questionnaire and as outlined below:

A. One full-time year of specialized experience equivalent to the GS-04 level in the federal service.  Experience includes but is not limited to experience:

·        Performing administrative functions such as payroll, personnel, travel, and/or correspondence, AND

·        Using office procedures and equipment, AND

·        Organizing and analyzing numerical information, AND

·        Typing correspondence, memos, reports, and forms from rough drafts and notes, AND

·        Answering telephone calls, filing, and meeting and dealing effectively with others.  OR

B.  Possess at least four years of education above high school (120 semester hour or 180 quarter hours) leading to a bachelor’s degree. OR

C.  Possess a combination of education and experience.  NOTE: Only education in excess of the first 60 semester hours of a course of study leading to a bachelor's degree is creditable toward meeting the specialized experience requirements.  Two full academic years of study, or 60 semester hours, beyond the second year is equivalent to one year of specialized experience.  For example, I have six months of the specialized experience described in A above (50% of the experience requirement), and three years of college study from an accredited institution (50% of the qualifying education).

Specialized experience is defined as experience that has equipped the applicant with the particular knowledge, skills, and abilities (KSAs) to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.You must also meet time-in-grade requirements by the closing date of this announcement. Time in grade requirements applies to any individual who within the previous 52 weeks held a General Schedule position under a non temporary appointment in the competitive or excepted service in the executive branch.

You must include months, years and hours per week worked to receive credit for your work experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".
