This advertisement serves as a Public Notice to fill a Management and Program Analyst position (0343 series). Your qualifications will determine your grade level and starting salary. Positions may be filled at grades GS-7, and/or GS-9. Opportunities are being filled under the Recent Graduate Program, which is a one year temporary opportunity. After the completion of one year you may be offered a full-time permanent position without further competition.

Participates in NASA Pathways Recent Graduate Program. This is a formal training program consisting of specialized training designed to accelerate an employee to the full performance level. Participant completes assigned duties, tasks, readings, and developmental activities specified in the program. We are seeking graduates with the following college majors: finance, accounting or other majors where significant coursework was in finance or accounting.

As an advanced trainee, increases knowledge, skills, and abilities in the occupation. Researches regulations and other pertinent directives for answers to questions prior to consulting with the supervisor or a higher-grade employee, Successfully completes required formal and on-the-job training, and demonstrates a progressive ability to independently accomplish assignments.

Assignments are varied in nature, yet limited in complexity. They are structured to provide a means by which the incumbent can display and validate a working knowledge of regulations, policies, and analytical procedures and apply and increasingly full-range of the principles, concepts, and work processes common to the occupation. Makes acceptable recommendations with respects to policies and procedures.

Increases networks and contacts beneficial to the successful performance of assignments. Conducts regular interactions with colleagues and supervisors in order to complete work assignments. Contacts extend beyond the immediate work area and the work requires effective coordination and solicitation of cooperative efforts from other administrative or support staff.

Interprets and applies pertinent regulations and style manuals governing written communications in order to prepare written materials which communicate the intended information. Researches and analyzes data, issues, and information that support project recommendations or the work assignments of higher-grade specialists. Prepares well-researched and logically organized presentations related to work assignments. Presents facts, issues, and positions that convey the intended information with the appropriate diplomacy and emphasis

NASA Pathways candidates will meet the qualification requirements consistent with NASA and the OPM qualification standards applicable to the position being filled. Where appropriate, candidates will be required to meet NASA's Aerospace Technologies (AST) qualification standards for the position(s) for which they are applying.

Applicants may qualify at the GS-7 level if they have completed a qualifying bachelor¿s degree and have met one of the below criteria
Applicants may qualify at the GS-7 level if they have completed a qualifying master¿s degree
Applicants may qualify at the GS-9 level if they have completed a qualifying master¿s degree and have met one of the below criteria.

302 of 5 CFR. Candidates who meet the minimum qualification requirements need not be further evaluated; however, if no further evaluation is done, qualified veterans have absolute preference.

(1) Are in the upper third of their class, based on completed college work at the time of filing an application. This is the upper third of the class in the college, university, or major subdivision (e.g., school of engineering).
(2) Have an average of 3.00 or better on a 4.0 scale for either all completed college work at the time of application or have all college courses completed during the last two years of the undergraduate curriculum.
(3) Have achieved a grade average of B+ (3.5 on a 4.0 scale) or better in the major field of study where such field is fully qualifying. This is either the average of all completed college work in the major field of study at the time of application or the average of all college courses completed in the major field of study during the last two years of the undergraduate curriculum. (Senior students may be rated provisionally eligible under one of those criteria provided they had the required average in the junior year. They shall be required to submit evidence at the time of appointment that the required average was maintained during their senior year.)
(4) Have been elected to membership in one of the national honorary scholastic societies meeting the minimum requirements of the Association of College Honor Societies (other than freshman honor societies). (5) Have completed 12 months of student trainee experience (does not include periods of leave without pay) that includes at least one work period (2 months or 320 hours) equivalent to GS-5 or at least 15 months of appropriate student trainee experience which includes one work period equivalent to the GS-4 level.

Basic Education Requirement: A bachelor's or master¿s degree from an accredited college or university with major study in finance, accounting or other majors where significant coursework was in finance or accounting disciplines.

Candidates will be assessed primarily on basic eligibility requirements and their education. Other job related experience may be considered by managers during the hiring process. NASA Pathways candidates will meet the qualification requirements consistent with the OPM qualification standards applicable to the position being filled. Veterans' preference applies to all selections made under the Pathways authority in accordance with Part 302 of 5 CFR. Candidates who meet the minimum qualification requirements need not be further evaluated; however, if no further evaluation is done, qualified veterans have absolute preference.
