This position is located at the Naval Postgraduate School in Monterey, California in the Contracting and Logistics Management (CL&M) Department within the Finance and Administration (F&A) office. This position is responsible for procurement planning and negotiation of contracts to include preparation of planning documents, negotiation of original contracts as well as basic amendments, change orders, and revisions.

Vacancies from this announcement may be filled at the following grade levels: GS-07 and GS-09.

 

This position has promotion potential to the GS-12 grade level. If selected below the full performance level, incumbent may be noncompetitively promoted to the next higher grade level after meeting all regulatory requirements, and upon the recommendation of management. Promotion is neither implied nor guaranteed.

·         Determine bid offer or responsiveness.

·         Participate in the conduct of required pre-award surveys which may include inspection of contractor’s facilities to evaluate the business aspects of the company’s operations, financial status, and probability of successful performance.

·         Perform price or cost analysis.

·         Prepare required pre-negotiation business clearances.

·         Participate as a negotiating team member performing analysis or fact-finding.

This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and requires additional education, training and experience.  Applicants should meet the DAWIA Certification requirements for the Contracting Career Field and be certified at Level II at the time of application.  If you possess DAWIA Certification, please indicate your Certification Level and Career Field information in your resume.

Applicants must meet the following qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Basic Requirements: Applicants must possess a Bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees AND have completed at least 24 semester hours in any combination of the following fields: accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the degree or in addition to the degree).

In addition, your resume must also demonstrate the following:

 

GS-07: Applicants must also possess at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector, OR possess 1 full academic year of graduate education in one or a combination of the following fields: accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management, OR law school, OR superior academic achievement.  Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to perform successfully the duties of the position. Specialized experience must demonstrate the following: providing preliminary review and analysis of procurement requests.

 

GS-09: Applicants must also possess at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector, OR possess 2 full academic years of progressively higher level graduate education or masters or equivalent graduate degree in one or a combination of the following fields: accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management or LL.B. or J.D. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to perform successfully the duties of the position. Specialized experience must demonstrate the following: providing procurement planning and negotiation of contracts.

REQUIREMENTS:
