WISCONSIN NATIONAL GUARD

This position is located at Joint Forces Headquarters, Madison, WI

This position is open to the following areas of consideration:

Area I - All dual status military technicians in the Wisconsin National Guard.

Area II - All military members of the Wisconsin National Guard. 

Military Grade:  The maximum grade available for this position is CW4 for a Warrant Officer and E-9 for an enlisted member.  Applicants must currently hold a minimum pay grade of WO1 for a Warrant Officer and E-4 for an enlisted member.

Depending on TDA/UMD position availability and pay grade the individual selected will remain in current unit of assignment. 

 

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted position that requires membership in a compatible military assignment in the National Guard.  Selectee will be required to wear the military uniform.  Acceptance of an excepted position constitutes concurrence with these requirements as a condition of employment. 

**Acceptance of any military technician position may cause the termination of entitlements and eligibility for all military bonuses and student loan repayments.  For further information you must contact the appropriate military education office.

This position is located in the Joint Force Headquarters – State (JFHQ-ST), Office of the Staff Judge Advocate (SJA).  The primary purpose of this position is for paralegal support within the State Staff Judge Advocate’s Office providing ancillary legal research and analysis.  Supports the Freedom of Information Act (FOIA), Preventative Law and Alternative Dispute Resolution (ADR) programs in the state.  Serves as a point of contact for claims, ethics determinations, and legal assistance for Army and Air National Guard personnel and their families.  Provides technical legal guidance and support to National Guard unit commanders and their assigned legal personnel.

GENERAL EXPERIENCE:

Experience, education or training that demonstrates the ability to conduct legal research, analysis and brief writing; ability to provide legal assistance for Army and/or Air National Guard personnel and their families; ability to provide technical legal guidance and support; ability to assist in managing the legal office.

SPECIALIZED EXPERIENCE:

GS-07 Must have at least 12 months experience, education or training of practical knowledge and use of basic legal principles and concepts to interpret and apply, or explain to others the application of a body of law, regulations, precedents, and practices covering one or more recurring types of legal actions encountered in an agency.

GS-09 Must have at least 24 months experience, education or training of applying the principles, concepts, and methods of legal research and reference sources such as agency manuals and directives.  Experience applying the techniques and skills necessary to analyze both issues of fact and issues of law in order to prepare digests of case decisions, evaluate the applicability of precedents, or to draft briefs, other litigation papers, advisory opinions, or findings.

MOS:   270A Warrant and 27D Enlisted

Substitution of Education for Specialized Experience A maximum of 12 months of the required experience may be substituted by successful completion of undergraduate study in an accredited college or university at the rate of 30 semester hours for 12 months of experience. The education must have been in fields directly related to the type of work of the position.

OTHER REQUIREMENTS

  • Incumbent must maintain membership in the Wisconsin National Guard.
  • For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.
  • For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed.
  • The wearing of the military uniform and abiding by the customs and courtesies as prescribed by applicable military service regulations are conditions of employment.
  • Employees will be required to participate in direct deposit/electronic fund transfer (DD/EFT).
  • If you are a male applicant who was born after 12/31/1959 and are required to register under the Military Selective Service Act, the Defense Authorization Act of 1986 requires that you be registered or you are not eligible for appointment in this agency.
