Relocation expenses will not be paid. Investigative and Enforcement Services (IES) is responsible for planning and implementing an investigative and enforcement program that serves as an integral part of the Agency’s overall regulatory program for protecting American agriculture.  IES directs and coordinates investigations related to the statutes and regulations pertaining to Animal and Plant Health Inspection Service's (APHIS) programs, through fact-finding, civil, and criminal investigations, and investigations with other federal, state, and local regulatory or law enforcement agencies.

The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.


The duties may include, but are not limited to:

  • Reviews all incoming violation cases submitted by program officials in their assigned program area and determines if preparation is in accordance with existing guidelines. 
  • Manages all administrative activities associated with incoming investigated and non-investigated cases.  
  • Advises Enforcement Staff when penalties are not paid, stipulation offers are rejected, or when subjects request a hearing.  
  • Assists Enforcement Staff in processing investigative reports that are closed without enforcement action. 
  • Maintains liaison with USDA’s Office of Administrative Law Judges (OALJ) regarding the issuance of legal documents related to OALJ cases throughout the entire administrative enforcement process.
  • Responsible for any and all cases that are being returned from Office of General Counsel (OGC). Cases are consolidated and finalized, and then filed and marked with retention dates depending on type of case.
  • Serves as the Freedom of Information Act (FOIA) coordinator for IES/and or backup to this position.
  • Responsible for maintaining records in central file center.

GS-9: You must have a master's or equivalent graduate degree or at least two full years of progressively higher level graduate education leading to such a degree in law, law enforcement, poilice administration or related field or LL.B. or J.D.

GS-11: You must have a Ph.D. or equivalent doctoral degree or at least three full years of progressively higher level graduate education leading to such a degree in law, law enforcement, police administration or related field LL.M.

TRANSCRIPTS are required if:

  • You are qualifying for the position based on education.
  • You are qualifying for this position based on a combination of experience and education.

    Applicants must have one year of specialized experience equivalent in level of difficulty and responsibility to the next lower level in the Federal Service. This experience may have been obtained in the private or public (local, county, state, Federal) sectors.

    Examples of qualifying experience include, but are not limited to:



    • Researching laws, regulations, policies and procedures regarding regulatory programs and enforcement activity.
    • Analyzing evidence and other legal documents to determine appropriate regulatory action.
    • Communicating both verbally and in writing with program officials, cooperators, and violators, often in an adversarial environment to gain cooperation.
    • Operating a computer and various software packages to produce correspondence and forms and enter, retrieve, and query data from a relational database.
    • Responding to the needs of customers by meeting expectations in the area of quality, timeliness, and standards of service.
    • Receiving, reviewing, and classifying records in an established records management and filing system.
    • Conduct investigations using accepted methodology and problem solving techniques.


    • Interpreting complex laws and regulations regarding regulatory programs and enforcement activity.
    • Analyzing evidence and other legal documents to determine appropriate regulatory action.
    • Coordinating investigative activities with Federal, State, and local law enforcement officials, and violators, often in an adversarial environment to gain cooperation.
    • Operating a computer and various software packages to produce correspondence and forms and enter, retrieve, and query data from a relational database.
    • Ensuring criminal cases are supported by evidence.
    • Obtaining and/or reconstructing missing or withheld documents and information.
    • Creating and/or managing a records management and filing system.

    Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements.     Special Conditions:

    • As a condition of employment, a background investigation may be required for this position.

    • Must be able to obtain and maintain a Non-Critical Sensitive (NCS), Secret National Security Clearance.  A Background Investigation (BI) is required.

      • Ability to communicate verbally and in writing in order to conduct enforcement actions, develop contacts and networks, gain cooperation, deliver training, and make formal presentations.
      • Knowledge of correspondence, document processing, records, files, and reports including those regulated by the FOIA and Privacy Act.
      • General ability to gather and analyze, management, administrative, and program data.
      • Leadership and supervisory ability
    • Category rating procedures will be used to rank and select eligible candidates. The following quality categories will be used: Best Qualified, Well Qualified, and Qualified. Within each quality category, veterans' preference eligibles will receive selection priority over non-veterans.

    Range for GS-9: $51,630 to $67,114 (incl. 24.22% locality pay)
