The Office of the Chief Information Officer (OCIO) is seeking a motivated and highly-qualified candidate for an exciting full-time permanent position located in the ACIO Technology Planning, Architecture and E-Government, Capital Planning Division in Washington, D.C. The mission of the Office of the Chief Information (OCIO) is to strategically acquire and use information technology (IT) resources to improve the quality, timeliness, and cost effectiveness of USDA service delivery to all its customers. The primary purpose of this position is to provide authoritative advice and guidance to USDA staff and senior managers on the coordination, implementation, and evaluation of agency IT program initiatives. The incumbent performs the following duties: -Advises the Chief Information Officer (CIO) and senior managers within the U.S. Department of Agriculture on the implementation requirements of the Information Technology Management Reform Act of 1996 (Clinger-Cohen Act). -Participates on agency, Federal, and non-governmental committees relative to equipment and system software policy and technology planning. -Conducts research and analysis to determine if actions are required to exercise the option years on contracts to ensure that they do not expire. Recommends modifications to acquisition strategies. -Works directly with agency CIOs and program managers to gain a comprehensive understanding of client agencies' business environments, decision-making processes, budgets, and IT strategies. -Recommends, designs, develops, and implements marketing policies and program strategies to promote information technology (IT) services and products. -Develops long and short-range marketing strategies, including budget projects, and prepares annual marketing plans and sales forecasts. -Coordinates and directs groups or participates on agency and interagency project groups involved with issues relating to IT planning and the management of IT investments. -Presents briefings on IT policy initiatives and project status, standards developed and solutions to critical issues and recommendations concerning long-range IT plans to top levels of management and special interest groups.

At the GS-15 level: Applicants must have one year of specialized experience equivalent to the next lower grade level in the Federal service. Qualifying experience for GS-15 includes one year of specialized experience comparable to GS-14 which is directly related to the work of this position and which has equipped the applicant with the competencies to perform successfully the duties of the position. For this position, specialized experience is experience managing the development of strategic plans to ensure that agency IT investment planning processes are compliant with statutory and regulatory requirements and are responsive to agency program initiatives. NOTE: We recommend that your application clearly show your possession of the specialized experience requirement.

There is no substitution of education for experience at this grade level.

Applicants will be evaluated on their demonstration of the possession of the following competencies as described in the online assessment questions.
