This position is located in the Office of Budget, Finance, and Award Management, Division of Financial Management, Accounting Operations Branch. The Division is responsible for the development, coordination and direction of financial management policies, programs and operations and for the design and operation of an efficient and effective automated accounting system. The Branch is responsible for the maintenance of the official accounting records for the NSF and, prepares internal and external financial reports to meet the financial requirements of the Foundation.

The National Science Foundation is seeking an Accountant who maintains, prepares, and presents financial management information on behalf of the Foundation.  The Accountant monitors, inputs, corrects, and reconciles financial activity, and evaluates the context, accuracy, and timeliness of the agency's General Ledger and subsidiary accounts.  In addition, the Accountant prepares and reports financial information to internal and external stakeholders, including Treasury, OMB, auditors, and trading partners.  Specific duties include the following: 

  • Coordinates with the Foundation’s program offices and federal agency partners to proactively support and facilitate intragovernmental activities.
  • Reviews and processes Interagency Agreements for the Foundation to ensure compliance with appropriation law and laws and regulations governing interagency transactions.
  • Determines whether accounting transactions are consistent with prescribed coding and that transactions are processed in accordance with US Standard General Ledger definitions.
  • Reconciles and evaluates the content, accuracy and timeliness of the Foundation's General Ledger and subsidiary accounts.
  • Prepares both internal and external budget and financial reports requiring accounting expertise and knowledge of the Foundation and its programs and operations.
  • Analyzes and interprets financial data in order to detect trends and identify needed corrective measures and processes to improve systems accuracy and utility.
  • Analyzes and assesses current and historical financial data for the purpose of developing special reports for use in improving the efficiency, accuracy and usefulness of available financial data.

To qualify at the GS-9 level, you must: 1. Possess a degree from an accredited college or university in accounting and/or auditing or in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting (May include up to 6 hours of credit in business law). OR 2. Have combination of education & experience- 4 years experience in accounting or combination accounting experience, college level education, & training. Must have at least one of the following: 1) 24 semester hours in appropriate accounting or auditing courses (can include 6 hours of business law); 2) certificate as Certified Public Accountant or a Certified Internal Auditor, from written exam; 3) degree that included substantial accounting/auditing courses, (15 sem. hours), but less than 24 sem. hours. OR Possess a master`s degree OR equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to a such a degree that has equipped me to perform the duties of this position. OR Possess one year of specialized experience equivalent to at least the GS-7 level in the Federal service. Examples of such experience may include: use of automated accounting systems to find, review or change accounting data in automated files of transactions, ledgers, accounts, and summary reports and financial statements. To qualify at the GS-11 level, you must: 1. Possess a Ph.D. degree OR equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to a such a degree that has equipped you to perform the duties of this position. OR 2. Possess one year of specialized experience equivalent to at least the GS-9 level in the Federal service. Examples of such experience may include: use of automated accounting systems to find, review or change accounting data in automated files of transactions, ledgers, accounts, and summary reports and financial statements. OR 3. Have related graduate level education and specialized experience as described above that when combined, meet the qualification requirements for this position.
