BLM is seeking a dynamic and energetic individual to join our team to serve as a Minerals Assistant in the Eastern Montana/Dakotas District Office, North Dakota Field Office, Division of Mineral Resources, in Dickinson, North Dakota. Information about the Dickinson area can be found at the Dickinson Area Chamber of Commerce.

The position provides direction and assistance to office visitors and office personnel and a variety of general support services functions that are essential to servicing all disciplines in the Division. The position is responsible for maintenance of the computerized tracking programs and record management system for the Minerals Division. Duties to support these functions include, but are not limited to, the following:

-Assisting the Legal Instrument Examiners in preparing/processing oil and gas applications and agreements.

-Completing and updating Lease Record Cards for Federal and Indian Oil & Gas Leases.

-Developing tracking systems and utilizing existing approved BLM tracking systems for required reporting.

-Entering data into the Automated Fluid Mineral Support System, Automated Land and Minerals Record System and retrieving data from these systems necessary for the oil and gas staff and management reports.

-Serving as the collections and billings officer for the Minerals Division.

-Supporting general visitor information activities.

-Processing incoming and outgoing mail for the Division, including certified and priority mail.

-Preparing and finalizing various forms of correspondence, statistical and/or complex tabular data, charges, Individual Well Record (IWR) forms and graphs usually from handwritten or rough-draft materials prepared by the Minerals professional staff, and ensuring that all documents are completed in compliance with BLM policy.

-Maintaining administrative and legal cases records in accordance with accepted legal policy.

For GS-04:  One year of general experience such as progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled; OR - Successful completion of 2 years of education above high school level. 

For GS-05:  One year of specialized experience equivalent to the GS-04 level in the Federal service; OR - Successful completion of 4 years of education above high school level.

Equivalent combinations of post-high school education and specialized experience may be used to meet total qualification requirements.

Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade (GS-04) of the position to be filled.

Examples of qualifying specialized experience include providing information or assistance to the public in a business setting; providing a wide variety of administrative or office support in areas such as budget tracking, billing and collections, and purchasing and maintaining supplies; and preparing correspondence or tabulated documents and reports utilizing office automation systems; e.g., word processing, spreadsheet, presentation, and other software.

-Knowledge of oil and gas programs, policies, and procedures in addition to management priorities and special projects in order to accomplish the wide range of duties associated with the position.

-Ability to learn and apply the knowledge of the agency's mission, organizational structure, and key personnel to support the oil and gas activities, programs, and functions of a minerals based office.

-Ability to communicate orally and in writing.

-Knowledge of workstations, PCs, and other hardware peripherals; and the skill to utilize these tools and equipment safely.

-Ability to utilize the current operating system(s) and software applications.

-Interpersonal skills in working with public, often under pressure. This requires tact, diplomacy and the ability to be pleasant and professional regardless of the circumstances.

-Working knowledge of collections (e.g. credit cards, cash, checks, etc.) and expenditure accounts.
