The mission of the Vehicle Technologies Program (VTP) is to provide the overall policy, management, and direction necessary for a balanced program of technology planning, research, development, test, analysis, evaluation, and communication that will reduce critical fuel consumption and/or allow substitution of non-petroleum based fuels in the transportation end-use sector.  The VTP responsibilities include batteries and electric drive technology, vehicle and systems simulation and testing, advanced combustion engine R&D, materials technology R&D, fuels technology R&D, and R&D-related or private sector-related elements of technology utilization.  The VTP Office reports to the Assistant Secretary for Energy Efficiency and Renewable Energy (AS/EERE).

Reviews and analyzes reports on program progress and performance and brings to the attention of senior program management staff any problems noted, making recommendations with regard to the correction of such matters.  Participates in tracking program performance over a period of time to assure implementation of corrective actions. 

Maintains contacts with immediate office staff in assigned organizations and with other Headquarters and field components as necessary to complete developmental assignments.  Participates in maintaining liaison with other Headquarters and field offices and with national laboratories by research and organizing routine program data for use in discussions, telephone conversations, and correspondence, in which the intern individual often plans an active role under the guidance of senior staff.

Participates in reviews of the program and particulars in assessments of progress and redirection of the program as required to focus R&D program efforts to support continued effective operation.  Typically is assigned independent responsibility for those areas involving complete, but focused R&D.

GS-11 SPECIALIZED EXPERIENCE: You must demonstrate in your resume at least one (1) year of specialized experience equivalent to the next lower-grade level (GS-09): Experience in advanced vehicle technologies, advanced internal combustion engines (ICEs) R&D. Extensive experience in independently analyzing related engineering problems and issues.

. To be creditable, specialized experience must have been equivalent to at least the GS-09 in Federal service; OR you can substitute three full years of progressively higher level graduate education or Ph.D.  Or equivalent doctoral degree.

GS-12 SPECIALIZED EXPERIENCE: You must demonstrate in your resume at least one (1) year of specialized experience equivalent to the next lower-grade level (GS-11): Extensive experience with research and development activities in the Advanced Combustion Engine R&D sub-program with a focus on combustion engine research.  Experience with review and evaluation of  technology project objectives, conducting  independent research, studies, and analyses of engineering/scientific areas in engine combustion R&D, making sound technical judgments, and developing valid conclusions and recommendations based on the findings and in resolving complex engineering problems and issues.

The following Knowledge, Skills, Abilities and Other characteristics (KSAOs) are required for this position:

1. Professional knowledge of, and skill in applying, a wide range of engineering concepts, principles, standards, and methods sufficient to determine and/or execute actions for a wide range of assignments involving combinations of involved features;

2. Knowledge to formulate, execute, advise on, and explain recommendations or solutions to modify standard practices, processes, and techniques and resolve complex problems;

3. Basic knowledge of the Federal budget process. 

4. Written and oral communication skills.

5. Knowledge of advanced vehicle technologies particularly advanced internal combustion engines for passenger and commercial vehicles, including high efficiency/low emission combustion strategies, exhaust after-treatment and emission control, enabling high efficiency engine technologies, waste heat recovery and health impacts of vehicle emissions.


Basic Requirements: Degree in professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry)

OR

Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

Professional registration -- Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico.

Written Test -- Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico.
