As the agency's Chief Learning Officer, the incumbent directs and administers the training and development programs for the Federal Communications Commission. This includes executive development, managerial/supervisory development, professional/paraprofessional, technical and clerical training and career counseling and assessment services. Serves as principle adviser, consultant, and authority on training and career development matters; provides overall program and policy development; and directs development of training materials for classroom use and other means of delivery; and serves as an expert in organizational development. Provides leadership to top management in the evaluation of established training and career development programs and effects changes in programs. Promotes change to meet evolving staffing requirements resulting from advances in technology, changing markets, competition, and other factors to achieve operating goals. Prepares the training budget for the agency; and participates in the contract process. Supervises a subordinate staff of professionals.

Specialized Experience: Applicants must have a minimum of one year of specialized experience equivalent to at least the GS-14 grade level in the Federal service.
For this position, specialized experience includes the following: managing an organization's training program and services. This level of experience would typically be demonstrated by serving as the Chief Learning Officer; serving as the lead for agency-wide/organization-wide training curriculum and/or training programs; or supervising a staff of training professionals in the development and implementation of training programs and employee development services.

Hardcopy Supplement Documents Required:

current Federal employees, including those eligible for noncompetitive transfer or reassignment, must provide a legible hardcopy of Personnel Action, SF-50, that verifies your status and highest permanently held grade along with your most recent annual performance appraisal.

ICTAP eligible candidates must submit a copy of their most recent annual performance appraisal (at least "Meets or Exceeds" or equivalent) and proof of eligibility such as a RIF separation notice or letter from OPM, or your agency documenting your priority consideration status. You must be rated fully qualified (a score of 80 or above) for the position.
