JOB SUMMARY:

Civilian employees serve a vital role in supporting the Army mission.  They provide the skills that are not readily available in the military, but crucial to support military operations.  The Army integrates the talents and skills of its military and civilian members to form a Total Army.

About the Position:

This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25.  This position is located at the HQDA, ODCS, G-3/5/7, USA Operations and Plan Support Group, Rapid Equipping Force, Washington, DC.  Duty Location:  Fort Belvoir, VA.

 

Incumbent is responsible for all-source intelligence analysis (i.e., Imagery intelligence (IMINT) Signals Intelligence (SIGINT), Human Intelligence (HUMINT), Measurement and Signature Intelligence (MASINT), and Open source Intelligence (OSINT) on issues supporting the Headquarters, U.S. Army Rapid Equipping Force (REF) area of responsibility. Works directly with customers and team members to research, evaluate, analyze, fuse, and interpret reporting from multiple sources to produce current and finished intelligence for daily, weekly, and monthly products. Prepares and presents intelligence assessments and briefings to customers.

This announcement is for a term position. Permanent employees who apply, are selected for, and ultimately accept this position will be converted to a term appointment. Term positions in DCIPS may be extended up to a maximum of five years. Serves as principal advisor to the Rapid Equipping Force (REF) Intelligence Division Chief and staff.  Directs all aspects of intelligence production from analysis to international engagements and counter-terrorism.  Conforms all intelligence products to organizational, community, and regulatory standards.  Participates in information retrieval, knowledge consolidation, and analysis to develop courses of action.  Integrates and manages the intelligence capabilities of team with operations and acquisition support teams to produce proactive insight into friendly current and future operations.  Directs, supervises, and coordinates the work of military and contractor analysts, with GS-12 as the highest level of work.  Plans, assigns and evaluates work, establishes priorities, and identifies training needs, providing training necessary to develop performance.  Ensures contractual stipulations are met and tasks persons according to personal capabilities or predetermined policies and standards.  Interacts closely with all divisions and Task Forces, encompassing the work of scientific, professional, and administrative employees.  Maintains liaison within the intelligence community and develops, through team functions, analyst to analyst communications with operational and tactical consumers of intelligence.  Performs a variety of special management projects which require extensive coordination with headquarters staff elements.  Maintains and increases organizational knowledge of analytic methodologies, best practices, and common procedures for community activities.

Specialized experience: To Qualify applicants must possess one year of specialized experience equivalent to the next lower grade/level (GG-12).   Specialized experience is defined as:

One year of full-time specialized experience performing supervisory duties, experience in Army Intelligence, experience in OEF (Operation Enduring Freedom) or OIF (Operation Iraqi freedom) Theaters of Operation. Experience and expert knowledge of the Rapid Equipping Force (REF) mission, policies, programs, goals and objectives.

 

0132:

Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. Creditable specialized experience may include previous military intelligence experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower grade in the series. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.

 

You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:  

 

        -  All Source Intelligence Analysis
        -   Expert knowledge of the Rapid Equipping Force (REF) mission 

    -  Management and Organization  Skills

    -  Written and oral communications

 

NOTE: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency so long as it was at a level at least equivalent to the next lower grade in the series. 


There is no substitution of education for experience at the GG-13 grade level.

Conditions of Employment

Incumbent must be cleared for Top Secret/SCI access based on a Special Background Investigation (SBI).

 

This position is covered by the Alcohol and Drug Abuse Prevention and Control Program. The incumbent is required to sign a DA Form 5019-R (Condition of Employment for Certain Positions Identified as Critical under the Drug Abuse Testing Program) and must pass urinalysis testing, as required, prior to appointment and periodically thereafter.

 

Incumbent must be able to travel/deploy worldwide, including travel to high-risk areas and combat zones.

 

The work is mostly sedentary; however, mobility is required to attend meetings, travel to field activities and otherwise permit physical presence at locations other than the immediate office. On rare occasions when it is required, use of Personal Protective Equipment (PPE) and/or other safety/occupational health equipment such Mission-Oriented Protective Posture (MOPP) gear may nominally increase wearer discomfort (such as increased warmth, restricted field of vision) in the short term and/or nominally restrict wearer ease of movement and/or tactile facility (sense of touch) while equipment/gear is in use. Incumbent must be capable, upon completion of training, of unassisted donning of mission oriented protective posture (MOPP) mask, clothing and equipment, or equivalent clothing and protective equipment that guards against chemical, biological, radiological, nuclear and high explosive hazards. Work is principally performed in a typical office setting, with adequate lighting, heating, and ventilation.

Completion of a Trial Period. As a condition of employment, you may be required to serve up to a 2-year DCIPS Trial Period even though you may have successfully completed a probationary/trial period in the past.

Must be able to obtain and maintain a Top Secret Access Required; BI security clearance.

In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
