This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS.  The position is in the excepted service. Any United States citizen may apply.


Duties for the Professional work category are at the Full Performance work level, and are equivalent to those at the GS/GG 12.   The selectee's salary will be set within the band equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

Duty location is:  Air Force ISR Agency, 480th Intelligence, Surveillance, and

Reconnaissance Wing, 497th Intelligence, Surveillance, and Reconnaissance Group, Plans and Programs, Joint Base Langley-Eustis, VA





  • Provides ISR expertise in the development of IMINT, SIGINT, MASINT operational guidance and directives for the operational employment of the AF DCGS weapon system across four active duty squadrons.


  • Promotes the development of Concepts of Operation (CONOPS) and Concepts of Employment (CONEMP) for new and existing ISR capabilities executed by the Group.


  • Coordinates with senior staff officers and outside organizations on the identification of theater specific DCGS weapon system requirements, products and operating procedures.


  • Represent DGS-1 as a recognized subject matter expert on the personnel, activities, and capabilities of DGS units Interfaces with counterparts at higher echelons within the command and other technical/analytical agencies.

MINIMUM QUALIFICATION REQUIREMENTS: Applicants must possess one year of specialized experience at the next lower qualifying pay band or equivalent grade under the General Schedule (GS) or other pay systems. Equivalent experience may be at the level of the lowest GS grade covered by the applicable pay band; however, the experience must demonstrate your ability to apply the knowledge, skills, and abilities (KSA'S) to successfully perform the duties of the position being filled.  Examples of creditable specialized experience include: Knowledge that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the Intelligence field or through the performance of work where the primary concern is Intelligence. The employing agency is responsible for defining the specialized experience based on the requirements of the position being filled.  

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):  Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 

1.  Knowledge of DCGS related mission crew positions and responsibilities, intelligence processing, exploitation, reporting procedures, and timeliness, as well as, Air Force DCGS intelligence dissemination architecture to develop and administer evaluations, identify trends, and recommend changes to existing processes.


2.  Knowledge of wide range of imagery and geospatial intelligence and signals intelligence concepts, principles and practices to apply new developments, processes, and modifying existing techniques in the development of IMINT, SIGINT and MASINT standard operating procedures


3. Knowledge of established intelligence planning methodologies, tools and techniques that effectively lead and monitor efforts to meet operational goals and objectives


4. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making.


5.  Knowledge of tactical employment of ISR assets in support of combat and non-combat operations.


6. Skill to communicate effectively, both orally and in writing and maintain good work relations.


PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.  You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

3. The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.


4. Incumbent will occasionally be required on temporary duty throughout the world including remote locations with limited facilities,


5. Overtime and shift work may be required as workload demands and, in some cases, with no-notice due to urgency of time-sensitive matters.
