This position is located in the Department of Policy and Evaluation (DPE), Millennium Challenge Corporation (MCC).  The mission of the Policy and Evaluation Department is to provide management oversight for the development and implementation of policy and best practices related to country eligibility, economic analysis and monitoring and evaluation, knowledge management and policy reform.  DPE manages the MCC’s Threshold Program, which provides assistance to partner countries for policy and institutional reform that focuses on addressing the binding constraints to economic growth.

As Associate Director/Director (Policy Improvement), you will:

  • Lead proposal development and implementation of policy and institutional reform programs as part of MCC’s Threshold Program.
  • Engage directly in policy dialogue with counterparts in partner country governments. 
  • Oversee implementation of  policy and institutional reform   programs undertaken as part of MCC’s Threshold Program, with a particular focus on addressing the binding constraints to economic growth. 
  • Assist with the development of guidance for the development, management and oversight of Threshold Programs, and efforts to strengthen oversight and impact of programs.
  • Promote policy reform and oversee coordination of the policy improvement process, in cooperation with other departments for assigned countries.
  • Identify issues and problems, analyzing approaches and strategies for the most effective execution of MCC's mission to reduce poverty through economic growth. Document and promote best practices in policy reform.
  • Prepare briefing papers, policy papers, and background information related to countries in the portfolio and programs.
  • Ensure that appropriate performance metrics are obtained on program objectives, and provides guidance to senior agency management on the full range of policy reform and threshold program issues.
  • Represent agency management in the development and negotiation of sensitive strategies.

Pay Band 3b: One year of specialized experience equivalent to the MCC Pay Band 4a or GS-13 or equivalent non-federal work experience that has equipped the applicant with the knowledge, skills and abilities needed to perform the work of this position. For this position, examples of specialized experience include: 1) experience developing or coordinating economic development policy reform initiatives; 2) experience providing recommendations on in the areas of policy reform and political economy; 3) experience applying economic principles, theories, concepts, methods, and techniques to issues of economic development, or in developing countries with important policy implications on economic growth and private sector investment; 4) experience monitoring policy, institutional and legal reforms issues and governance trends in developing countries; 5) experience representing a U.S. Government agencies, multi-lateral development institutions, and non-governmental organizations; and,  6) experience preparing briefing papers, policy papers, background information and performance metrics on program objectives.   (NOTE: This experience MUST be well documented on your resume or application).


Pay Band 3a: One year of specialized experience equivalent to the MCC Pay Band 3b or GS-14 or equivalent non-federal work experience that has equipped the applicant with the knowledge, skills and abilities needed to perform the work of this position. For this position, examples of specialized experience include: 1) experience developing or coordinating economic development policy reform initiatives; 3) experience providing authoritative recommendations on complex and critical areas of policy reform and political economy; 4) experience applying economic principles, theories, concepts, methods, and techniques to issues of economic development, or in developing countries with important  policy implications on economic growth and private sector investment; 5) experience monitoring policy, institutional and legal reforms issues and governance trends in developing countries; experience representing a U.S. Government agencies, multi-lateral development institutions, and non-governmental organizations; and, 6) experience preparing briefing papers, policy papers, background information and performance metrics on program objectives. (NOTE: This experience MUST be well documented on your resume or application).


Highly Desirable:  Ability to communicate both orally and in writing in French or Spanish. You must include level of proficiency in your resume.

  4. Written communication skills.
  5. Oral communication skills.
