This Realty Specialist position is located in the Real Estate Leasing Branch, Chief Administrative Office Division, within the Office of Financial Administration (CAO), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If you are selected for this position, you will serve as a senior Realty Specialist for complex and challenging activities across the entire real estate acquisition process for the Office of Chief Administrative Officer.  Duties include:

 

  • Developing new and innovative reality approaches, methodologies, techniques, and acting as a leader to define and direct challenging projects, programs, and activities.
  • Preparing documentation to support legal counsel in applying remedies available in real estate transactions.
  • Providing advice, guidance, and overseeing less experienced Realty Specialists.
  • Analyzing and evaluating pertinent real estate information that supports acquisition.
  • Negotiating interest in real property, modifications to existing contracts, and re-negotiating leases, renewals, or succeeding lease agreements.
  • Identifying and implementing innovative solutions to issues involving property acquisition, management, and disposal.  Assimilating and comparing data from a variety of sources necessary to complete an analysis of a proposal.
  • Applying pertinent real estate laws and statutes for the acquisition, management and disposal of real property.
  • Coordinating with program managers and customers on matters concerning regulatory requirements.
  • Serving as a senior technical point of contact for Contracting Officers on implementing broad real estate acquisition policies, directives, and procedures.  Providing senior level technical guidance and policy interpretations regarding real estate contract administrative issues.

The major duties described above reflect the full performance level of this position. Typically, the lower pay band (H Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

To qualify for the SV-H Pay Band (equivalent to GS-12), you must have one year of specialized experience equivalent to the SV-G Pay Band or GS-11 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience includes:

  • applying real estate principles, concepts, and practices, as well as agency, state, and local government procedures, statutes, and policies; and
  • assisting in analyzing and evaluating information pertinent to real estate transactions.

To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience equivalent to the SV-H Pay Band or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience includes:

  • reviewing processes concerning real estate acquisitions program activities;
  • developing new realty approaches, methodologies, or techniques for projects; and
  • providing advice or guidance to less experienced realty specialists.  

NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

You must obtain and maintain a Federal Acquisition Certification-Contracting (FAC-C).
