As a Human Resources Specialist with CSD your work assignments may include, but are not limited to, the following duties:

  • Performing recruitment and placement duties for a variety of positions, including 'hard-to-fill' positions and senior level positions;
  • Utilizing automated staffing systems to generate vacancy announcements, crediting plans, job analyses, assessments, certificates of eligibles, and to track and monitor workflow, workload, and metrics;
  • Performing position classification and position management duties;
  • Advising managers, supervisors, and employees on a full range of recruitment, staffing, classification and position management issues;
  • Researching, interpreting, and applying human resources management procedures, practices, policies, and guidelines;
  • Analyzing data and metrics on recruitment and staffing activities.

For the GS-9: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-7 level in the Federal service; OR have completed a Master's or equivalent graduate degree in a related field, or 2 full years of related progressively higher level education leading to such a degree, or an LL.B. or J.D., if related; OR have a combination of post-baccalaureate education and specialized experience that meets 100% of the qualification requirements for this position.  Examples of qualifying experience include:  under close supervision, performing recruitment and placement, classification and position management tasks; applying HR regulations, processes and procedures; preparing vacancy announcements using HR automated systems; advising on routine/standard personnel practices and procedures and personnel actions; assisting higher level HR Specialists in preparing job analyses, crediting plans and classifications for new positions.

For the GS-11: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-9 level in the Federal service; OR have completed a Ph.D., LL.M., or equivalent doctoral degree, if related; OR have a combination of related graduate education and specialized experience that meets 100% of the qualification requirements for this position.  Examples of qualifying experience include:  performing internal and external recruitment and placement actions; providing advice and guidance to managers and employees on the recruitment and placement process; utilizing automated HR staffing systems to perform recruitment functions such as rating and ranking applications; performing position classifications and preparing evaluation statements for review.
