ARMY TECHNICIAN VACANCY ANNOUNCEMENT


AREA OF CONSIDERATION:

Area 1 = Permanent technicians Enlisted, Officers and Warrant Officers currently employed in the Puerto Rico Army National Guard.
 
Area 2 = Enlisted members, Officers and Warrant Officers of the Puerto Rico Army National Guard and personnel that meet all requirements to become a Soldier in the Puerto Rico Army National Guard.  (This position requires Army National Guard membership).

First round consideration will be given to Area 1 Candidates. (Area 2 Candidates will be screened only in the event that there are no qualified or recommended Area 1 Candidates).
 
To prevent a grade inversion, military rank allowed for this position will be determined at the final evaluation of the vacancy announcement considering the military rank of the supervisor.

EVIDENCE OF CURRENT TOP SECRET SECURITY CLEARANCE MUST BE SUBMITTED WITH THE APPLICATION.

Relocation costs will not be authorized for Permanent Change of Station.   Recruitment, Relocation or Retention allowance will not be paid.

INDEFINITE:

This position is advertised against a valid authorization funded until 30 September 2013. If funds authorization becomes permanently available, personnel action may become permanent without further competition, upon recommendation of immediate supervisor, or may be terminated at any time by management decision.

An applicant selected for an indefinite appointment will occupy a full-time position without a specific time limitation.   A technician in this type of appointment does not work towards permanent tenure and can be terminated at any time with a 30-day notice.   The permanent status of a current permanent employee will not change in the event of a selection for a position that is being announced as indefinite.   If a current permanent employee is selected, the position will be filled as a Temporary Promotion or a Change to Lower Grade. Employee serving under a temporary promotion may not retain a grade or rate of basic pay held during the temporary promotion. The purpose of this position is to as Chief, Special Security Office for the state. Administers the Special Security Office (SSO) and all SCI-associated security programs and measures. Provides detailed research and analysis on physical, computer, and personnel security.  Acts as resident expert on all SCI security matters. Functions as the technical authority in all other areas of classified security and classification guidance. Duties require incumbent to maintain currency on a variety of different security program interrelationships, requirements, regulations and guidance in order to apply this knowledge to protect SCI facilities and materials from espionage, sabotage, and destruction.

GENERAL EXPERIENCE:

 

Analytical, decision making, or administrative experience, training, or education which demonstrates the candidates ability to accomplish the work of an organization.  This experience must demonstrate the ability to work cooperatively and successfully with others.

 

SPECIALIZED EXPERIENCE:

 

Applicant must possess more than THIRTY SIX (36) months of specialized experience performing or supervising duties such as working experience of intelligence support operations, procedures, and practices; initiating and implementing policies and procedures required to manage sensitive compartment information (SCI) programs; maintaining currency on a variety of different security program interrelationships, requirements, regulations and guidance; establishing policies and procedures for accomplishment of SCI protection and security; developing goals and objectives that integrated organizational missions and security requirements; researching, interpreting, analyzing and applying Presidential Executive Orders, Director Central Intelligence Directives (DCIDs), Defense Intelligence Agency Manuals, DoD Manuals, Army/Air Force Manuals, Army Regulations/Air Force Instructions, and local Operating Instructions; establishing, managing, and controlling all collateral and SCI classified information and material; recommending or making changes in unit security policy and directives; administering the SCI security clearance program, ensuring all required clearances are up-to-date and completed.


SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:

 

Successful completion of undergraduate study in an accredited college or university may be substituted at the rate of 30 semester hours for 12 months of specialized experience. The education must be directly related to the type of work of the position. Copy of student transcripts or training certificates must be included in order to receive credit for education. Unofficial transcripts from internet or with alterations will not be considered. To receive credit for education the information must be included in the education section of the OF 612 or Resume.

CONDITIONS OF EMPLOYMENT:

Failure to meet or comply with the following requirements will be basis for non-employment or removal from employment, as appropriate.

- Males born after 31 Dec 59 must provide evidence of registration with the Selective Service System.

- Evidence of identity must be provided to comply with the Immigration Reform and Control Act of 1986 (PL 99-603).  

- Acceptance of the position constitutes concurrence to wear the appropriate military uniform.

- Possess or be able to acquire a TOP SECRET security clearance.

- Possess or be able to acquire a Puerto Rico driver's license.

- Continued employment in this position is contingent upon satisfactory completion of the mandatory training specifically identified for the position.

- Individual selected must enroll in the Department of Defense Direct Deposit / Electronic Fund Transfer Pay Program.

- Loss of military membership will result in immediate loss of your full-time military technician position.

- Excepted Civil Service Technicians are required to maintain a MOS/AFSC and military grade that is determined by the NGB to be compatible with the assigned technician position.

COMPATIBLE MILITARY ASSIGNMENT:

In order to achieve compatibility prior to effective date of personnel action, individual selected must be eligible for military assignment to a paragraph and line number in one of the following: OBR 35, OAC 34A, WMOS 350F/G, 351L/M/Y, 352N/P/R/S, EMOS 35F/G/H/M/N/P/S/T/X/Y/Z or 94M.

Individual selected for this position that is not qualified in one of the mentioned CMF/MOS, MUST submit to HRO, before date of appointment, the correct military paperwork/application to attend the technical training school required to be MOS Qualified. If selectee fails to process the school application and does not successfully graduate from the school, he/she will be terminated from the technician program for failure to meet the compatibility standards and receive a 30 days notice of separation.
